The Department of Children, Youth, and Families (DCYF) is looking for a professional to join our Time & Attendance team to provide administrative support to the Time and Attendance Supervisor and DCYF staff in processing and record keeping involved with payroll time and attendance.

The Opportunity:As a Fiscal Specialist 1 (FS1) you will perform fiscal calculations, reconciliations, audits, and entries of all time and attendance source documents.

You will utilize the Statewide Leave Tracker and Human Resource Management System (HRMS) payroll systems for Regions 5 & 6 and other Regions as needed to provide support, with Field Offices and DCYF Payroll, on time and attendance issues.

The position requires extensive knowledge of Collective Bargaining Agreements (CBA’s), DCYF Administrative Policies and Procedures, and OFM Travel Regulations.

Work Schedule & Flexibility

After one year of service, employees may be eligible for flexible/hybrid scheduling options supporting work-life balance, at which time occasional in-office presence is as needed to maintain operational and business needs.


Some of what you will get to do:

  • Conduct compliance reviews while exercising independent judgment to verify and apply rules and regulations.
  • Work with Supervisors to problem solve leave or schedule issues and make necessary corrections.
  • Provide consultation and technical assistance to supervisors and employees on the use and processing of leave, including using Leave Tracker.
  • Monitor Leave Tracker and HRMS to ensure accurate leave balances and conduct audits to find discrepancies.
  • Ensure all staff supported by Regions 5, 6 and HQ receive payment timely and appropriately.
  • Set up new/rehires in Leave Tracker and update Leave Tracker as needed.
  • Prepare and enter fiscal calculations of part-time hours, part-time holiday accruals, shift differential, overtime, standby, and LWOP.
  • Enter information into HRMS payroll system based on employee and supervisor entries in Leave Tracker which may include work-study students and/or ESS employee OT hours.
  • Serve as point of contact for Field Offices/HR and DCYF Payroll office.


Required Qualifications:

  • Equivalent education and experience totaling three (3) years.

OR

  • Three (3) years fiscal record keeping experience that includes working with the Human Resource Management System (HRMS) AND Leave Tracker or similar personnel and time/leave systems.

AND

  • The ability to take action to meet the needs of others.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Demonstrated knowledge of Human Resource Management System (HRMS).
  • Demonstrated knowledge of Leave Tracker.
  • Demonstrated ability to multi-task and process large quantities of fiscal data with extreme accuracy and efficiency by strict deadlines.
  • Demonstrated ability to use data and information in a clear and rational thought process to assess and understand issues, evaluate options and form accurate conclusions.
  • Demonstrated ability to prioritize work while being flexible to meet payroll cutoff deadlines.
  • Demonstrated excellent communications skills with ability to work effectively with all staff, at all levels, and coworkers.
  • Demonstrated working knowledge of MS Word, Excel and Outlook.
  • Demonstrated proficiency in math and the use of a 10-key calculator.
  • Ability to understand and maintain confidentiality.
