Fiscal Analyst 2 (FA2)


Salary Consideration:

For this position, Step A is $53,136 per year and Step L is $69,744. The high end of the salary range, Step M, is $71,472, and is typically a longevity step. All employees progress to Step M six (6) years after being assigned to Step L in their permanent salary range.

The Opportunity:

The Washington Utilities and Transportation Commission (UTC) seeks to fill the role of Fiscal Analyst 2 (FA2) within the Finance and Facilities section of the Administrative Services Division to support agency operations.

In this role you will process invoices, work orders, and billing documentation to ensure accurate financial records and timely payments.

Your work will play a key role in maintaining efficient and compliant financial operations.


The Finance and Facilities section promotes fiscal responsibility and ensures accountability to the stakeholders of the agency and the citizens of Washington by ensuring the agency maintains adequate resources to carry out its mission.


Hybrid:

Although this is a hybrid opportunity, the successful incumbent must reside within Washington state and must be available to report to the Lacey, Washington headquarters building three (3) days per week.


Travel:

Local travel, mostly within Thurston County, may be required to attend training.

Requirements

Some of What You’ll Do:
Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:

  • Independently analyze and review invoices for purchases agency wide.
  • Prepare payment vouchers and process payments by verifying coding, items purchased, sales tax and receiving signatures.
  • Interpret state purchasing rules, travel regulations, UTC chart of accounts, and other relevant directives and manuals.
  • Apply rules and procedures when receiving, reviewing vendor payment information submitted by other agency staff.
  • Responsible for entering financial data into AFRS.
  • Update and maintain purchasing card information and reconcile to statements monthly.
  • File batches and review official warrant registers daily.
  • Responsible for monthly reconciliations for various general ledgers and funds.
  • Assist with fiscal year end close.

Qualifications

Required Qualifications:

  • Office and Fiscal Support Functions: Demonstrated ability to perform office and fiscal support functions, including processing invoices and purchasing documents, and maintaining accurate financial or administrative records in accordance with established policies and procedures.
  • Application of Standard Office Procedures: Experience applying standard office procedures, including accurate data entry, document tracking, records management, and use of computerized office systems to support daily operations.
  • Communication and Customer Service: Ability to communicate clearly and professionally, both verbally and in writing, with employees, supervisors, and vendors to resolve routine issues and provide customer service.
  • Office Technology and Software Proficiency: Demonstrated skill in using office technology and software, including Microsoft Word, Excel, Outlook, and general office equipment (e.g., printers, scanners, copiers) to complete assigned tasks.
  • Review and Quality Control: Ability to review information for accuracy, identify discrepancies, and take appropriate corrective action within established guidelines and deadlines.

Desired Experience, Knowledge, Skills, Abilities:

  • Financial and Administrative Systems: Experience using state financial systems such AFRS, TEMS, Toolbox, Enterprise Reporting, and 1099 Reporting, or similar accounting and purchasing systems to process transactions, track expenditures, and maintain accurate records.
  • Policy and Procedure Interpretation: Experience interpreting and applying agency policies, manuals, contracts, and procedures related to fiscal operations, or purchasing to ensure compliance and accurate processing.
