Join the Financial Services (FS) division as a Fiscal Analyst 3 to help manage the fiscal integrity of critical programs like Apple Health and various behavioral health services.

In this role, you will perform essential accounting functions, including processing accounts payable and receivable, conducting financial analysis, and managing complex reconciliations to ensure our $14.5 billion budget remains on track.

This position offers telework flexibility for Washington residents with some on-site reporting to our Olympia office to support agency operations.

Functioning as both the state’s largest health care purchaser and its behavioral health authority, the Washington State Health Care Authority (HCA) is a leader in ensuring Washington residents have the opportunity to be as healthy as possible.

There are three pillars to our work: Apple Health (Medicaid); the Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) programs; and behavioral health and recovery.

This position is located within HCA’s Financial Services Division (FS), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs.


About the position:

Financial Services oversees the budget and compliance functions necessary to manage and monitor a $14.5 billion annual budget.

Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.

This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies.

It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

This Fiscal Analyst 3 (FA3) position works independently under general direction and is responsible for accounts payable and receivable processing, financial report analysis, reconciliations, and resolution.

The position reports directly to the Fiscal Analyst 5 within the Behavioral Health Accounting Unit.


This position is eligible to telework but is frequently required to report on-site to meet business need.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.

Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.


Requirements


Some of what you will do:
  • Monitor, review, analyze, approve, and reconcile fiscal aspect of contract payments while ensuring compliance with contract terms, maximum monetary consideration, applicable fiscal policies, and procedures issued by HCA, the State of Washington and the federal government.
  • Perform financial review and analysis of contract payments monthly to ensure accuracy of expenditures data; this includes the historical trend analysis for contract expenditures accruals and accordance to term and conditions; and compliance with state and federal rules.
  • Monitor vendor billings to ensure payment of grant funded contracts are processed within the 90 days after the grant’s period of performance end date.
  • Analyzes and prepare fiscal year close general ledger entries for interagency accruals. This included close coordination and communication with fiscal, program and other agency staff.
  • Prepare journal vouchers as necessary to transfer and record expenditures in proper account codes to ensure the accuracy of accounting records.
  • Process cash receipts, ensuring proper account coding is provided to ensure funds are credited to the appropriate funding sources.
  • Ensure all required supporting documents are provided, work with program staff where needed.
  • Evaluate fiscal data for completeness, reliability, accuracy, consistency, and accuracy.
  • Develop and maintain spreadsheets for contract monitoring, to maintain program integrity, investigate and resolve fiscal issues.
  • Prepares Oxford House payments for approved loan requests for housing.
  • Prepares Recovery Residence payments for approved loan requests for housing and recording loan information in the loan tracker worksheet.

Qualifications


Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1:

Bachelor's degree or higher in financial field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant and professional experience in accounting, auditing, or budgeting.


Option 2:

Associate’s degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting, and two (2) years of professional experience in accounting, auditing, or budgeting.


Option 3:

Four (4) years of professional experience in accounting, auditing, or budgeting.


Note: A bachelor’s or master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.


Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Preferred qualifications:

  • Expert level user of Microsoft Excel.
  • Three years of experience processing billings and cash receipts for a large organization.
  • One year of experience processing billings for contracts funded with federal grants.
  • One year of experience using State of Washington Agency Financial Reporting System, including Financial Toolbox application.
  • One year of experience using State of Washington’s Enterprise Reporting and Web-Intelligence applications.
