This job involves leading financial analysis and oversight for the U.S.

Navy's sales of military equipment and services to foreign countries, ensuring budgets are managed correctly, funds are spent properly, and all processes follow government rules.

Key Requirements

  • At least one year of specialized experience equivalent to GS-13 level in financial management, including leading analysis of program funds, costs, obligations, budget planning, formulation, execution, and financial reporting
  • Expertise in Foreign Military Sales (FMS) execution processes, transactions, and oversight
  • Knowledge of fiscal law, particularly Code 1301/1517, for proper execution of expiring funds in Building Partner Capacity programs
  • Proficiency in financial systems such as Navy Enterprise Resource Program (ERP), Management Information System for International Logistics (MISIL), and Defense Cash Accountability System (DCAS)
  • Ability to troubleshoot and resolve interface errors between financial systems and ensure audit readiness and compliance with policies like the Security Assistance Management Manual (SAMM)
  • Familiarity with US Navy weapons systems sold through FMS and experience analyzing contract structures, Statements of Work, and Letters of Offer and Acceptance
  • Strong communication skills to defend processes with Navy echelons, Defense Security Cooperation Agency (DSCA), and other services, including rejecting procurements and resolving travel discrepancies via Defense Travel System (DTS)

Full Job Description

You will serve as a Foreign Military Sales Financial Management Analyst in the Comptroller Directorate (SEA 01) of NAVAL SEA SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Leading or managing the financial management analysis of programs or project funds, costs, obligations, budget planning, formulating and execution, or financial reports to ensure compliance with policies and procedures within an organization.

  • You will lead NAVSEA Foreign Military Sales (FMS) financial community on case execution processes.
  • You will be the Subject Matter Expert (SME) on FMS execution transactions and would be responsible for the oversight of the transactional functions within the FMS division of SEA 01.
  • You will demonstrate expertise of fiscal law Code 1301/1517 to ensure proper execution of expiring funds provided for the annually established Building Partner Capacity programs.
  • You will ensure standard processes across SEA 01 are implemented as part of Audit Readiness and aligned with audit recommendations.
  • You will be the SME on FMS funding processing in NAVY Enterprise Resource Program (ERP) and the Management Information System for International Logistics (MISIL).
  • You will be responsible for troubleshooting and resolving interface errors between systems.
  • You will utilize multiple financial systems (i.e. MISIL, NAVY ERP, Defense Cash Accountability System [DCAS]) to resolve discrepancies between the systems.
  • You will defend and refine processes throughout the Navy echelons and up to Defense Security Cooperation Agency (DSCA) and the other services as collaborative tri-service efforts are underway for financial improvement.
  • You will interpret and analyze FMS Security Assistance Management Manual (SAMM) policy with regard to FMS administration or FMS case funded usage and provide division determination on how funding is allocated.
  • You will analyze contract line item structure and determine how it relates to multi-case funded FMS contract procurement.
  • You will establish annual Defense Travel System (DTS) travel lines of accounting and work with program offices and NAVSUP to resolve any travel discrepancies.
  • You will perform analysis between contract/funding document Statements of Work and the FMS Customer Letter of Offer and Acceptance to determine if the material/services being provided fits within the scope of the FMS Customer’s contractual agreement.
  • You will communicate directly with program offices to provide rationale for decision made regarding rejection of procurements.
  • You will require a familiarity of USN weapons systems sold through the FMS security assistance program.
  • You will ensure all contracting funding is manually obligated in the MISIL system.
