Job Description

Summary

This job involves overseeing financial operations for a Navy command in Singapore, including handling payments, managing bank accounts with foreign and U.S.

currencies, and ensuring all money matters follow government rules to avoid waste or fraud. You'll also lead a team by assigning tasks, providing guidance, and evaluating performance.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent in budget administration, developing, and interpreting budgetary policies
  • Knowledge of DoD Financial Management Regulations (DoD FMR, Volume 5) for processing payments, collections, deposits, and public funds accountability
  • Experience managing Limited Depository Accounts (LDA) and handling disbursing/accounting transactions with foreign and U.S. currencies, including reconciliations and exchange rate adjustments
  • Proficiency in federal financial management systems such as DDS, Navy ERP, STARS, or similar for transaction processing, reconciliation, and data integrity
  • Ability to interpret fiscal law, appropriations law, and DoD/DON financial policies to ensure legal compliance, proper documentation, and audit readiness
  • Skills in identifying and resolving complex financial issues, analyzing options, and making decisions balancing operations, fiscal responsibility, and compliance
  • Supervisory experience including planning work, setting priorities, mentoring, providing technical guidance, training, and evaluating personnel

Full Job Description

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the ofCOMMANDER SINGAPORE AREA COORDINATOR .

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: budget administration, developing and interpreting budgetary policies and practices.

  • You will process and certify payments, collections, deposits, and maintain accountability of public funds in accordance with the DoD financial Management Regulations (DoD FMR, Volume 5 or equivalent federal policy.
  • You will manage Limited Depository Accounts (LDA) and perform disbursing and accounting transactions involving foreign and U.S. currencies, including reconciliation, exchange rate adjustments.
  • You will use federal financial management systems (e.g., DDS, Navy ERP, STARS, or similar) to process and reconcile transactions, maintain data integrity, and ensure internal controls safeguard government funds to prevent fraud, waste, or abuse.
  • You will interpret fiscal law, appropriations law, and DoD/DON financial management policies and procedures to ensure that all disbursing activities are legally compliant, properly documents, and audit ready.
  • You will independently identify and resolve complex disbursing and accounting issues, analyze alternative course of action, and make sound , defensible decisions that balance operational needs, fiscal responsibility, and regulatory compliance.
  • You will supervise, plan work, set priorities, mentor and evaluate personnel , setting priorities; providing technical guidance and training.
