Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMANDER, NAVAL SURFACE FORCE ATLANTIC of COMNAVSURFLANT.

to qualify for a GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience formulating budgets and estimates to support plans, programs, and activities including presenting and including budget estimates before authorities.

Experience analyzing and recommending costs and benefits of alternative methods financial management of the organization's programs and administrative operations.

Experience implementing legal and regulatory controls over approved budgets. Experience developing, determining, and interpreting budgetary policies and practices.

Experience providing advice in effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will provide timely and reliable technical advice and assistance to internal and external customers on FIAR related matters.
  • You will ensure audit policies and concepts are being applied to current financial business processes and systems.
  • You will utilize the Internal Review Program (IRP) and Risk Assessments to track the Corrective Actions Plans (CAPs) for vulnerabilities and weaknesses in our internal controls.
  • You will ensure compliancy with the Department of Navy (DON) FIAR Plan and report findings to upper management by the required due dates.
  • You will be responsible for coordinating, controlling and reviewing all activities performed by the command in support of the DON FIAR goals of developing and implementing financial improvement strategies
  • You will analyze budgetary and proprietary account balances, identify and correct abnormal balances, reconciling them to trial balance or financial statement account balances.
  • You will contact the appropriate staff to obtain information required to clarify transactions, obtain data excluded from documents, effect reconciliation or adjustments, and provide information regarding accounts.
  • You will respond to questions and audit reports and/or findings from the Naval Audit Service, the General Accountability Office (GAO), and DOD and DON Inspector General auditors.
  • You will provide financial statements, accounting reports, and other information of a factual nature reflecting the interrelationship between accounting, budgeting, and other management data.
  • You will review and evaluate budget requests, control and reporting obligations and expenditures for ships/units, ensure funds are correctly allocated and records are in balance.
  • You will be responsible for forecasting labor projections, perform analysis on labor issues/problems and recommend possible solutions.
