The primary purpose of this position is to provide critical financial expertise and leadership as Financial Analyst,Training, Readiness, and Exercise Division in the Directorate of Operations, Strategic Deterrence and NuclearIntegration at a combat major command (C-MAJCOM) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes mastery of the, concepts, principles, practices, laws, regulations, and policies of budgeting and/or financing; and the financial budgetary relationship between subordinate and most senior levels of financial management and budgeting within the employing entity/or between the organization and programs of other North American Treaty Organization (NATO), the 51 nations in United States European Command (USEUCOM) Areas of Responsibility (AOR), and all U.S.
Government (USG) interagency coordination and support for a substantive national program or agency business area and expenditure of Federal Funds.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used financial/budgetary principles, concepts, guidance, regulations, policies, and methodology to formulate, justify, and execute budgets and financial goals in support of the mission, goals, and programs of the organization.
Knowledge of the requirements, techniques, procedures, practices, and processes of generally acceptable financial management principles and standards.
Knowledge of the mission, roles, functions, organizational structures, and operation of Department of Defense(DoD) and United States Air Force (USAF) organizations pertaining to major weapons systems' training and readiness requirements/events budget formulation and financial management to provide guidance to subordinate units.
Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications, and data structure sand of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, and combatant commander guidance and policies.
Skill in utilizing the full suite of information technology (computer programs/software, databases and automated tools) to satisfy job requirements AND skill in the analysis and resolution of complex problems.
Ability to lead, plan, organize, mentor, motivate, and direct teammates in providing detailed information requirements for creating complex POM, PBR, and funding documents to effectively fund training and readiness events AND ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy, to justify, defend, present, and/or advise on budgetary processes/actions and financial management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
