EXECUTIVE DIRECTOR OF HOPE SCHOLARSHIP OPERATIONS
WV STATE TREASURER'S OFFICE-KANAWHA CO.


Salary: $75,000+; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Reports To: Assistant Treasurer, Hope Scholarship


Nature of Work:

Under administrative direction, this position assists the Assistant Treasurer of Hope Scholarship Program in the management of the operations of the Hope Scholarship Division. This position is accountable for monitoring the operations in the Hope Scholarship online portal for awarded students and participating schools and providers and ensuring all updates and issues are resolved with the Program Manager. This position develops deadlines, projects, and work to be done along with the Assistant Treasurer of Hope Scholarship. This position plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy. This position keeps the Assistant Treasurer informed of progress, potentially controversial matters, or far-reaching implications.


Job Duties:

  • Manages operational areas of the Hope Scholarship division, including but not limited to school and education service provider support and recruitment, review of school and provider service offerings and products, parent reimbursement escalations and appeals, TheoPay order eligibility reviews, and review of qualifying expense request forms.
  • Maintains communication with staff members and provides leadership to ensure timely completion of high-quality work and to facilitate the development of a strong effective team.
  • Attends meetings of the West Virginia Hope Scholarship Board; prepares documents and gives presentations to the Board as deemed necessary and appropriate.
  • Serves as a liaison to the Hope Scholarship Program third-party Program Manager. Provides guidance to third-party Program Manager staff as needed on routine operational questions and issues, including the allowability of purchase requests by Hope awarded students
  • Assists with the identification and prioritization of issues related to the third-party Program Manager’s online portal impacting operations and performs testing of online portal changes as needed.
  • Responds to inquiries from participating and prospective schools and education service providers and awarded students; researches and responds to incoming mail, e-mail, telephone, or walk-in inquiries related to operational issues.

    Oversees the response time to such inquiries by the Hope Scholarship Division.

  • Maintains records of the Program and the Board.
  • Presents information about Hope Scholarship to groups as requested.
  • Represents the Program at local and national conferences and meetings. Single-day travel is required as well as occasional overnight stays.
  • Ensures that the responsibilities, authorities, and accountability of all direct subordinates are defined and understood.
  • Assists staff to diagnose and solve work related issues.
  • Evaluates the results of operations regularly and systematically and reports these results on a monthly basis to the Assistant Treasurer.
  • Collaborates with the STO Internal Audit Division regarding the audit of student accounts.
  • Collaborates with the Executive Director – Hope Scholarship Eligibility on areas where duties/staffing overlap.
  • Other responsibilities as assigned by the Assistant Treasurer, the Deputy State Treasurer, and the State Treasurer.
Supervisory Responsibilities:
Directly manages and supervises employees of the Operations Units of the Hope Scholarship Division. Responsible for the overall direction, coordination, and evaluation of the Operations Unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance, addressing complaints, and resolving problems; training employees; makes recommendations for hiring, promotion, discipline, dismissal of employees, addressing complaints and resolving problems.

Qualifications

Bachelor's degree from a four-year college or university required; five to seven years related experience and/or training, two years of which should be in a leadership capacity; or equivalent combination of education and experience. Experience related to homeschool education is strongly preferred.


Required Knowledge, Skills, and Abilities:

  • Ability to communicate effectively, both orally and in writing.
  • Ability to organize and present information in a clear, concise, and appealing format.
  • Ability to speak effectively before civic groups, business groups, and related associates.
  • Ability to establish and maintain effective working relationships with other employees, agency and public officials, and the general public.
  • Ability to perform complex analysis utilizing Microsoft Excel
