Job Description

Summary

This job involves overseeing environmental, health, safety, and security matters at a major bio and agro-defense facility to keep everyone safe and ensure the facility follows all rules.

You'll handle inspections, manage permits, respond to spills, and create systems to track compliance with laws and policies.

Key Requirements

  • One year of specialized experience equivalent to GS-9, such as conducting inspections, implementing policies, executing spill responses, managing permits, and developing environmental plans
  • Ph.D. or equivalent doctoral degree in a related field like environmental science, business administration, or similar (or 3 years of graduate education leading to such a degree, or LL.M. if related)
  • Equivalent combinations of education and experience that total at least 100% of the requirements
  • Knowledge of federal, state, and local environmental laws, regulations, and Executive Orders (e.g., EO 13834)
  • Ability to lead environmental management systems using ISO 14001 standards
  • Proficiency in creating databases, spreadsheets, and tracking systems for compliance records and permits
  • Experience preparing accurate reports and working with third parties on environmental issues

Full Job Description

As an Environmental Protection Specialist you are responsible for providing oversight and technical consultation on all environmental, health, safety and security issues with the goal of providing and ensuring a safe and healthful environment at the National Bio and Agro-Defense Facility (NBAF).

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

0028 SERIES FOR THE 11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Conducting program inspections and identifying corrective actions.

Comprehending and assisting with the implementation of policies and procedures including operating permits, federal, state and municipal regulations.

Executing spill response plans or programs and responding to hazardous materials spills. Implementing and managing environmental operating permits.

Working with third parties to develop detailed environmental management plans. OR Ph.D.

or equivalent doctoral degree in Business Administration, Finance, Human Resources or similar field related to position.Equivalent combinations of education and experience are qualifying for this grade level.

OR3 full years of progressively higher level graduate education leading to such a degree.

This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.

The total percentages must equal at least 100 percent to qualify for that grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Ensure compliance with environmental issues that directly affect regulatory compliance, the health and safety of personnel, and the well-being of the surrounding community.
  • Ensures that potential deficiencies are effectively and immediately addressed.
  • Participates in and assists in implementing environmental management directives and policies as detailed in Executive Order 13834.
  • Leader of the program Environmental Management System (EMS) Committee and ensures the EMS program is implemented using ISO 14001 standards.
  • Creates databases, spreadsheets and organizational systems as needed to ensure immediate access to environmental compliance records and documents.
  • Tracks environmental permits issued to the program to ensure adherence to the monitoring, record keeping, and reporting requirements.
  • Prepares reports in accordance with permit requirements ensuring that data contained therein is accurate and complete.
  • Works with State and Local environmental laws, regulations and ordinances, federal Executive Orders and departmental and agency environmental plans and policies.
