The Department of Environmental Protection is seeking an Environmental Group Manager in Dauphin County, a pivotal role that oversees the Air Information Section and reports directly to the Assistant Director of the Bureau of Air Quality.
This position is essential for ensuring effective management of emissions, compliance, and revenue data, which are critical for maintaining environmental standards and regulatory compliance.
Additionally, the Environmental Group Manager will be responsible for overseeing the Bureau’s computer systems and IT contractors, ensuring that all technological resources are optimized for efficiency and effectiveness.
The successful candidate will play a vital role in shaping the department's approach to air quality management and data integrity, making this an exciting opportunity for a dedicated professional in the environmental field.

In this position, you will collaborate with the IT Delivery Center (ITDC) and various departmental leaders to enhance and optimize the AIMS and eFACTS systems and provide Air Quality perspective and input for the modernization of these data systems.
You will work alongside IT and administrative personnel to ensure the accurate receipt and appropriate management of revenue generated from online platforms, wire transfers, and interagency transactions.
Additionally, you will oversee the Bureau's computer systems, ensuring that both software and hardware are regularly updated, while also developing budget estimates for future spending plans.
Your responsibilities will include managing the development of emission inventories in compliance with EPA regulations and grant requirements, as well as establishing and maintaining standardized procedures for the consistent collection and reporting of emissions data to the AIMS database.
Furthermore, you will coordinate the submission of compliance data, continuous emission monitoring results, and stack test information to the federal Integrated Compliance Information System – Air Quality (ICIS-AIR), ensuring that all submissions meet federal grant and regulatory obligations.
You will also supervise staff responsible for overseeing Conventional and Unconventional Oil and Gas Industry reporting, including emission inventories and annual VOC RACT compliance certification submissions.
Your role will involve overseeing data analysis and evaluating its significance and trends, utilizing tools such as PowerBI and GIS to generate essential reports for the Bureau.
This includes providing information for public education, technical assessments for planning or evaluations, administrative processes like grant commitment tracking or significant violator reports, and producing ad hoc reports as needed.
Additionally, you will participate in various committees, contributing your expertise and insights to support the Bureau's objectives.

Work Schedule and Additional Information:
Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.
In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
