Job Description

Summary

This role involves acting as a deputy leader in a naval contracting department, overseeing the full process of buying goods and services for military projects, from planning purchases to managing contracts after they're signed.

It requires guiding teams, ensuring compliance with rules, and solving complex problems in government acquisitions.

A good fit would be someone with extensive experience in federal contracting who enjoys mentoring others and handling high-stakes decisions in a military setting.

Key Requirements

  • At least one year of specialized experience at GS-13/14 level or equivalent in leading procurement through all phases, including planning, solicitation, evaluation, award, and post-award administration
  • In-depth knowledge of Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), and related procurement guidelines
  • Experience managing various contract types such as cost-plus-fixed-fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial
  • Skills in advising on technical evaluations, past performance, small business considerations, and performing complex cost realism analysis
  • Proven ability to lead negotiations, draft source selection decision documents, and conduct debriefs
  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions and Title 10 requirements
  • Unlimited warrant authority and experience in mentoring on contract quality and oversight for complex naval research and development contracts

Full Job Description

You will serve as a Deputy Department Head in the Contracts Department of NAVUNSEAWARCENDIV KEYPORT WA.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13/14 grade level or NT-05 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Leading procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration.

Examples of qualifying experience may include: Managing contracts and leading pre-award and post-award actions; demonstrated knowledge of the FAR, DFARS, NMCARS, and related procurement instructions and guidance; procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; advising technical, past performance, small business, and cost boards; performing complex cost realism analysis; leading negotiations; drafting source selection decision documents supporting the award recommendation; and performing debriefs.

  • You will support the Department Head/Chief of Contracting Office in managing the department’s acquisition and business functions, including contracts execution and management pursuant to unlimited warrant authority
  • You will serve as a mentor through document quality assessment and oversight of warrant usage for complex contracts issued in support of Naval Research and Development Establishment and DON weapons development portfolio executives
  • You will exercise a seamless approach in partnering with the Department Head to manage and provide oversight to the department.
  • You will apply a high level of sound, independent judgment in the solution of problems.
  • You will interpret applicable contracting guidelines in developing sound business strategies for complex acquisition requirements.
  • You will plan, manage, analyze, and coordinate administrative and warrant related technical functions.
