Job Description

Summary

This is a South Carolina Department of Social Services Internal Position. Only current South Carolina Department of Social Services employees are eligible for this position.



Job Duties:

The ES ABC Quality Monitor ensures quality control and consistency in the implementation of ABC Quality policies, procedures, protocol and standard assessments.

Provides support and training to new employees to ensure their understanding.

Reviews and approves program assessment reports for content, clarity and accuracy, leads, supervises and directs the work of an assigned team of Quality Assessors.

Provides technical assistance, mentoring and coaching to ABC Quality assessment staff to promote reliability in QRIS implementation.

Provides information and details about staff performance to program management.

Delivers training to various stakeholders, including ABC Quality staff, and develops policies, standards and protocols to provide consistent and clear messaging that supports high quality early care and education performance statewide.


Supervises the reliability and accountability of a team of assigned ABC Quality Assessors by providing ongoing training, mentoring, support, advisement, and guidance on evidence-based ABC Quality assessment tools.

Provides orientation training and completes initial reliability on all ABC Quality assessment tools with newly hired ABC Quality Assessors, and continuing reliability checks on seasoned assessors.

Maintains continuous reliability to other ABC Quality Anchors.

Reviews and evaluates all assigned program assessment reports to ensure their accuracy for Early Care and Education programs prior to quality level assignment.


Consults on the development of and revisions to policies, procedures, evidence-based programs assessments, standardized monitoring tools, and software for ABC Quality in collaboration with the other ABC Quality anchors and ABC Quality program management.

Field tests existing program assessments, monitoring tools, and software and recommends improvements based on results and efficiency.


Provides and facilitates technical assistance, training, and consultation for statewide, regional, and local contractors.

Serves as a liaison for program contractors, and ensures consistency in messaging and implementation of ABC Quality policies and standards.

Coordinates and collaborates with state agencies, and regional and local entities, to support early care and education programs and partners.

Develops effective relationships and shares program goals and measures.


  • Coordinates, schedules, plans and prioritizes multiple responsibilities to ensure timely delivery and implementation of services.

  • Conducts special projects and pilot studies as assigned to enhance the statewide delivery of ABC Quality services.

  • Performs other related duties as required.

Requirements

A Bachelor's Degree and relevant program experience.


Qualifications

A Master’s Degree in Early Care and Education, Child Development, Education, Family and Consumer Science or a related field and three (3) years of early childhood or license-exempt child development experience with at least two (2) or more years of experience as a supervisor over early childhood, license-exempt, and/or child care programs.
