Division of Reclamation Mining & Safety

The Division of Reclamation, Mining, and Safety consists of four programs: the Coal Regulatory program, the Minerals Regulatory program, the Inactive Mine Reclamation program, and Mine Safety and Training program.

The division is committed to balance the need for mineral resource production with protection of the public, environment and Colorado's natural resources.

The mission of DRMS is to protect the public, miners and the environment during current mining operations, restore abandoned mines, and to ensure that all mined land is reclaimed to beneficial use.


This work unit both directs and provides technical support for the Colorado Division of Reclamation Mining and Safety Geographic Information Systems which is a complex system of data, tools, and processes used to collect, report, analyze, and model Colorado active and inactive mine and mine safety information.

The data includes GIS data; tabular data, including active mines, inactive mines, mining exploration and prospecting locations, mine permitting data, inactive mine construction data, production records, inspection data, environmental information, reclamation data, etc.; electronic content (documents/spreadsheets/photographs/etc.); complaints; financial assurance information; website information; and, information workflow tools and processes.


The work unit manages and provides leadership to the subject matter DRMS Program Units (Active Mines, Inactive Mines, Mine Safety and Training, and Financial), other state of Colorado departments, federal agencies and public information groups regarding what data is available, how that information is used, and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration.

The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development.

Requirements

This position exists as the staff authority for the Colorado Division of Reclamation, Mining and Safety (DRMS) on the use and application of the Division’s spatial data and software.

This position performs complex analyses of mining related operational and environmental data to support DRMS regulatory decisions.

The work performed by this position could result in policy and/or rule change at the DRMS.


The position will work with DRMS technical staff to guide in the acquisition and analysis of comprehensive environmental/operational spatial data to facilitate decision making relating to protection of the health, safety, and environmental resources.

The position will use knowledge of geology, hydrogeology, hydrology, current and historical mining operations, and geographic information systems (GIS) to plan, organize and manage the DRMS’s spatial data repository and GIS systems.

The position will create maps, graphs, figures, and/or review technical reports as required. Additionally, this position maintains and improves public access to DRMS GIS spatial information.

Qualifications

Minimum Qualifications

Eight (8) years of relevant Geographic Information Systems (GIS) experience within the mining, environmental, construction management, project management, geography or other natural science field related to the work assigned to the position.

OR

Bachelor of Science degree from an accredited college or university in GIS, cartography, geography, geology, hydrology, natural science, environmental science, physical science, engineering, computer science or a related science field.

AND

Four (4) years of relevant Geographic Information Systems (GIS) experience within the mining, environmental, construction management, project management, geography or other natural science field related to the work assigned to the position.

Preferred Qualifications:
  • Current or former State experience relevant to this position.
  • Excellent written, oral, interpersonal skills and the ability to work independently.
  • Experience with active, inactive, or abandoned mines.
  • Experience with Geospatial analysis, database management, and enterprise geodatabases.
  • GIS Professional certification.
  • Experience working in dedicated GIS position within local, state, or federal government.
  • Excellent organizational skills.
  • The ability to multi-task.
  • The ability to work well with a diverse population.

Conditions of Employment:

  • Colorado residency is required at the time of application.

  • A current & valid Driver's license is required for operating a state vehicle and significant travel is anticipated.
  • Must be willing and able to occasionally exert up to 20 lbs. of force to move objects
  • Pursuant to the DNR-120 Fleet and Driving Standards Administrative Directive, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

    To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
