The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities.
The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration.

The Office of Rental Assistance (ORA) creates and maintains affordable housing options by partnering with local service providers and private owners to serve historically underserved populations.
We support very low-income individuals navigating complex life transitions, including persons with disabilities, veterans, youth aging out of foster care, and survivors of domestic violence and exploitation.
Our mission is to ensure these individuals can live safely and independently within their own communities.
To achieve this, we provide a comprehensive range of support, from rental subsidies and technical assistance to oversight of home accessibility modification programs and residential setting inspections.
By addressing both financial and physical barriers, we empower our clients to transition out of or avoid institutional settings and remain in their homes with dignity.
The Community Access Team (CAT) ensures that individuals with disabilities can live independently in their own communities rather than in nursing facilities or other institutional settings.
In partnership with the Department of Health Care Policy and Finance (HCPF), local providers, and private owners, CAT facilitates affordable housing and tenancy support for those transitioning out of, or at risk of, institutionalization.
This team provides oversight for home accessibility modifications - such as the installation of ramps and bathroom improvements - administered through the Medicaid Home Modification benefit and state tax credit programs.
Additionally, CAT manages safety inspections for residential settings through the Individual Residential Support Services (IRSS) benefit and provides technical assistance to local partners, clients, and advocates to ensure high-quality, dignified community living.
The Home Modification Specialist administers the Medicaid Home Modification and Home Modification Tax Credit programs to enable individuals with disabilities to live independently in their communities.
This position serves as a key liaison with the Department of Health Care Policy and Financing (HCPF) and requires a strong understanding of the housing barriers faced by historically underserved populations.
Beyond program administration, the Specialist applies a working knowledge of construction standards and accessibility requirements to ensure that home modifications - such as ramps and interior adaptations - are safe, compliant, and effective.
By engaging with both state agencies and disability community stakeholders, this position ensures that very low-income individuals have the high-quality physical supports necessary to remain in their homes with dignity.
The primary duties and responsibilities of this position include, but are not limited to:
Administers the Medicaid Home Modification program and the Home Modification Tax Credit (HMTC) program, ensuring clients with disabilities can access necessary home improvements to live independently and avoid institutionalization.
This requires a high degree of regulatory literacy to balance healthcare policy with residential construction standards.
Performs technical reviews of Medicaid Prior Authorization Requests (PARs) and HMTC applications.
The incumbent determines eligibility by synthesizing Occupational/Physical Therapist (OT/PT) evaluations with contractor bids, ensuring proposed modifications are medically necessary and compliant with State Rule and CMS regulations.

MINIMUM QUALIFICATIONS
Experience Only: Five (5) years of experience administering state or federal programs, including managing applications, caseload management, determining eligibility, and application of program regulations.
OR
Education and Experience: A combination of related education in Occupational Therapy, Construction Management, Social Work, or Public Administration and/or experience as listed above, equal to (5) five years.

State of Colorado experience in local government, housing, homeless, or human services programs;
Knowledge of ADA Standards for Accessible Design and ANSI A1117.1 requirements for residential settings;
Knowledge of construction standards such as but not limited to building, plumbing and electrical codes, permitting requirements, accessibility specifications, materials, and labor costs
Experience with developing & reviewing contractor bids and cost estimation;
Experience with conflict resolution;
Experience with Google Suite;
Experience with Salesforce.

No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).
No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
