The Department of Energy's Office of the Chief Information Officer is seeking a dynamic and seasoned executive to lead the Office of the Deputy Chief Information Officer for Resources Management.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated executive-level expertise in architecting and directing financially-sound, enterprise-wide IT acquisition strategies that align with complex federal budgets, business transformation goals, and diverse stakeholder requirements.
TQ 2: Exhibited executive-level expertise in leading the business and resource management operations of a complex IT organization, demonstrating strategic integration of human capital policy and systems, financial management, and organizational planning to optimize mission performance.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

As a key member of the senior leadership team, the Deputy Chief Information Officer (DCIO) for Resources Management supports the mission through human capital, finance and budget, and acquisition management initiatives that aid the effective use and advancement of the Office of the Chief Information Officer (OCIO) located in Washington, DC.
As the Deputy Chief Information Officer (DCIO) for Resources Management you will: Provide managerial authority of all operational mission and staff functions for the organization including budget preparation; human resources and staffing management; organizational and management analysis; information management; procurement and contracts management; fiscal and financial management which includes advising on IT Enterprise budget.
Responsible for ensuring the effective utilization of all resources, as well as direct support for cross-cutting projects and functions within the department and for the corporate information technology (IT) community across the Department of Energy (DOE) Enterprise.
Serve as the information technology (IT) human capital management point-of-contact for the DOE IT community, responsible for the development and recommendation of workforce strategies consistent with departmental priorities.
Oversee and direct the internal organization, staffing, policies, and personal authorities required to carry out the responsibilities of the organization, including recruitment of senior managers and technical experts.
Serve as primary point of contact for procurement interactions, overseeing major procurement actions and contractor performance related incentive options.
Provide financial, budget, and human resources oversight/support to the DOE Enterprise Service Provider and Contract Administration of the Performance Work Statement for the OCIO.
Represent OCIO and DOE in consultations with key Congressional officials, and high-level representatives of DOE, private contractor business entities and stakeholders concerning OCIO Resources Management programs.
