Full Job Description

Position is responsible for overseeing the 24x7 operation and integrity of the City-County IT infrastructure supporting data center and network services. Manager is responsible for setting policy and defining processes and procedures for the data center and network teams as well as ensuring adherence to said policies, processes and procedures. Manager works closely with the Chief Operating Officer and Chief Technology Officer to define the City-County's next generation data center and network services architecture, and Manager will oversee the implementation of said architecture.The Data Center & Network Manager oversees operations including, but not limited to, supporting the City-County's hyperconverged infrastructure environment, enterprise-wide backup solution, 850+ terabytes of storage, 800+ network devices, 300+ circuits, the City-County fiber optic network throughout Marion County and 9,000+ exchange mailboxes. This position is also responsible for supporting and monitoring the interconnectivity and integration between all enterprise applications (both third-party and internally-managed) and the City-County technology infrastructure and connectivity for 150+ geographical locations throughout Marion County. The incumbent will ensure the Information Services Agency (ISA) delivers a reliable, available and secure data center and network environment.The wide scope of business needs served across City-County agencies by the data center and network requires a manager with strong leadership skills who can navigate the distribution of finite resources to address competing customer projects while maintaining a healthy working relationship with ISA's Infrastructure & Operations provider(s) and holding contractors accountable to clearly defined Service Level Agreements.Key areas of focus include the need to develop robust and collaborative relationships with each of the business divisions, and position infrastructure and the data center to support and drive a digital transformation agenda. In practice, this will require attention to transforming IT service management (ITSM) with a more agile approach in parallel with the lean culture developing elsewhere. Product families will become more prominent, requiring the development of warm skills and a strong dose of emotional intelligence, along with the ability to successfully manage across different functions and organizations. There is a necessity to gain a real understanding of how the business organization works, and what their business drivers and issues are and how they fit into ISA's (and the City-County's) IT Strategic Plan.The ideal candidate will have solid technical infrastructure experience, strong project management acumen and excellent vendor management skills, in addition to a superior, service-oriented approach to infrastructure operations. This individual is responsible for operational and service management processes to ensure that quality, efficiency and agility goals are achieved. As a member of the IT management team, this position contributes to the development and execution of the enterprise wide IT strategy set by the Chief Information Officer.

Requirements

• Leads the data center and network engineering team to support the City-County IT environment.
• Serve as the escalation point for data center and network engineers for problem, incident, request and resolution activities.
• Provides functional advice and work leadership for data center and network engineers, which requires advanced knowledge of data center and network technologies.
• Solves complex engineering and technical problems where analysis of the situation requires in-depth evaluation of various technical, policy and cost-related factors.
• Works with the Service Delivery Manager to ensure all incidents and problems are properly documented and monitors the Root Cause Analysis (RCA) process for all data center and network issues requiring RCA action.
• Represents changes in the Change Advisory Board (CAB) meetings for the data center and network teams.
• Ensures infrastructure changes are conducted, managed and communicated properly.
• Responsible for creating and updating policy or standard operating procedure documents for both technical land non-technical audiences using clear and concise writing.
• Monitor and track Service Level Agreements (SLAs) for the data center and network teams and report to ISA leadership.
• Ensures Key Performance Indicators (KPIs) are met by the data center and network teams.
• Leverages influencing and negotiation skills across IT and the enterprise to enable cost-effective and innovative shared solutions in the achievement of business goals.
• Operates a formal governance mechanism to ensure that services can continue to be delivered in line with the agreed-on business outcomes.
• Manages the growing maturity of the organization by introducing revisions to the operating model that accommodate the move from a project-driven to a product family, service-centric environment.
• Works with the IT executive and senior leadership team(s) on the service portfolio and governance required to prioritize resources, including budget.
• Responsible for serving as the strategic interface for business/IT strategy development, solutions discovery, service management, risk management and relationship management for the data center and network teams.
• Acts as a trusted advisor, and builds and maintains relationships with other IT leaders and business executives to develop a clear understanding of business needs, ensures cost-effective delivery of IT services to meet those needs, and is able to respond with the agility required to address changing business priorities.
• Works closely with the Chief Technology Officer, Enterprise Architects and Business Services Consultants to facilitate and navigate complex customer relationships and provide technical solutions.
• Champions the data center and network team's involvement in the IT organization's innovation efforts and its role in experimenting with new solutions to take advantage of business opportunities.
• On call 24x7x365 for off hours support, change implementations and other work assignments
• Will have supervisory responsibility involving staffing, providing input on performance appraisals, recommending training and development of team members, as well as recommending terminations and disciplinary actions, etc.

Qualifications

• Bachelor's Degree in Computer Science, Information Systems, Information Technology or related field or equivalent work experience.
• 10-15 years of progressive IT work experience with at least 10 years of experience in systems support/integration/design in large (1000+ user) environments.
• Demonstrable working experience in a hyperconverged infrastructure environment preferred. Working experience in an application-centric infrastructure environment preferred.
• Certification in advanced Windows or Cisco networking-related (e.g. MCSA, CCNA, CCNP), cloud-related (Azure Administrator; Amazon Web Service Administrator) or virtualization-related certifications (e.g. VMware Certified Professional) strongly preferred.
• Ability to perform analysis, define new processes and help facilitate new technology initiatives.
• Ability to create and update technical, policy, and strategic documentation for both technical and non-technical audiences.
• Excellent verbal, written communications and interpersonal skills.
• Experience in Microsoft Active Directory best practices, including sites, site links and replication, designing Active Directory, trusts migrations and upgrades.
• Experience in creating Group Policy Objects (GPOs) for manipulation of objects.
• Experience in Windows server administration including system stability, integrity, and troubleshooting.
• Expert level knowledge of Microsoft systems including Windows Operating System (OS), SQL Server, Exchange, Domain Name System (DNS).
• Expert level knowledge of networking technologies and protocols.
• Expert level knowledge of monitoring practices for Windows technologies and hardware.
• Expert level knowledge of Local Area Network (LAN) protocols including MS Networking, Dynamic Host Configuration Protocol (DHCP), DNS, and Windows Internet Name Service (WINS).
• Strong working knowledge of server management and patching technologies, Microsoft Systems Center preferred.
• Strong working knowledge of Virtualization technologies focusing on current VMWare versioning.
• Strong working knowledge of Citrix and related thin client technologies.
• Strong working knowledge of Firewall/Virtual LAN (VLAN) technologies.
• Strong working knowledge of Dell EMC Storage technologies.
• Strong working knowledge of backup technologies, Dell EMC Data Domain preferred.
• Strong working knowledge of network monitoring technologies such as Solarwinds and other comparable products preferred.
• Working knowledge of Linux Operating System (OS) and administration is preferred.
• Working knowledge of the Cisco network equipment line.
• A technical exam may be administered to verify candidate's knowledge.
