Full Job Description

This position is located in the Office of the Chief Technology Officer (CTO), Office of the Executive Director (EX), Bureau of Diplomatic Security (DS).

DS/EX/CTO provides essential Cybersecurity and Information Technology (IT) management functions in support of the Bureau's IT program.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience developing and implementing data strategies on Department enterprise networks (including LAN4) for law enforcement, protective operations, counterterrorism, or security missions.

Experience managing data assets for data programs, platforms, and tools supporting law enforcement and security operations.

Experience establishing data governance for domestic and international operations handling sensitive data.

Experience leading cross‐functional teams to oversee analytics programs and product development and deliver actionable reports and visualizations for non‐technical audiences.

There is no substitute of education for specialized experience for the GS-15 position. Major Duties:

  • Manages Bureau data efforts, including IT, software, and other system resources, ensuring that they are operating collaboratively to reduce data silos.
  • Develops and implements short- and long-term data strategies for the Bureau, ensuring they align with the Bureau's mission priorities and overall United States foreign policy direction.
  • Manages Bureau data assets, providing oversight and accountability for the development and maintenance of data programs, platforms, and tools.
  • Advises Bureau leaders on all data-related matters, including issues such as data visualization, data insights and automation, and artificial intelligence applications.
  • Oversees the Bureau's data science and analytics program, recommending technical and analytical solutions that meet Bureau decision-making requirements.
