Full Job Description

The Data Analyst 2 will be a member of the Bureau of Information and Analysis and work as a member of the Data and Analytics team.


Your Responsibilities:

This position will primarily be responsible for analyzing education data sets, manipulating data and producing education metrics and data needed for state and federal reporting.

This position will work closely with assessment data and computing accountability measures and determinations.

This individual will work on publications, such as the Annual Condition of Education report, the Iowa School Performance Profiles website, and additional Department reports.

This position will also include working with the Department’s EdFacts coordinator to compile data sets to be submitted to the US Department of Education.

This position will assist in running quality assurance checks to verify the accuracy of data submitted to the Department.

Additionally, this role will complete statistical modeling, work on evaluation of projects, prepare reports, develop technical documentation, and create datasets.

Hours: 8:00 a.m. – 4:30 p.m., Monday – Friday; occasional in-state and out-of-state travel


A successful candidate will bring or have the ability and desire to learn:

  • Advanced degree in Education, Statistics, Social Sciences such as Political Science, Public Policy or similar field.
  • Highly proficient in utilizing statistical software packages such as SAS, R, SQL, SPSS or STATA. SAS experience preferred.
  • Experience analyzing large data sets. Experience and competent knowledge of statistics.
  • Ability to build data files to meet required specifications.
  • Ability and experience in completing advanced statistical modeling.
  • Proficient in using technology and open to learning new technology tools.
  • Able to give oral presentations and represent the Iowa Department of Education at meetings, statewide conferences, or national conventions.
  • Able to effectively communicate to a non-technical audience, including policymakers, educators, and community leaders.
  • Must have exceptional communication skills, both written and oral, to produce a range of report and publications from technical journal articles to high-level summaries.
  • Strong interpersonal skills to build relationships with team staff members, education program consultant staff, and other governmental agencies.
  • Ability to work in a fast-paced environment, both individually and team, and prioritize multiple tasks.
  • Ability to access data from database servers and database tables. Experience interpreting highly technical analyses and disseminating information to stakeholder groups in a non-technical manner.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Six years of full-time work experience in business/data/statistical analytics, economic research, or data science.


2) Graduation from an accredited four-year college or university with a degree in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management, and experience equal to two years of full-time work (as described in number one).


3) All of the following (a and b):

a.

A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience; and

b.

A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.


4) All of the following (a and b):

a. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

b. Graduation from an accredited college or university with a Master’s degree in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management.


5) All of the following (a, b, and c):

a. Two years of full-time work experience in business/data/statistical analytics, economic research, or data science; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

c. Possession of a professional certificate in data science, business analytics, or data analytics.


6) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Analyst 1.
