Key Requirements

Full Job Description

The Office of Budget & Finance is seeking a County Controller to direct the accounting functions of the Office of Budget and Finance, guide and advise countywide leadership and finance teams on accounting standards, policies, and procedures, and support broad financial compliance and strategic organizational needs.


Location and hours:
This position is hybrid and will be performed both on-site at Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours are primarily days, Monday through Friday from 8 a.m.- 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This position is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County's Office of Budget & Finance to apply for this position. Limited duration employees are not eligible.

This position is internally classified as a County Controller.

In this position, you will:
  • Direct the Office of Budget & Finance operations including accounts payable, accounts receivable, grant and project accounting, debt and investment accounting, lease accounting, pension and Other Post-Employment Benefits (OPEB) liability accruals, tax filings, and capital asset inventories; oversee cash management and related risks.
  • Support the Chief Financial Officer and all countywide finance and accounting staff by providing technical guidance, streamlining financial operations, and optimizing financial reporting.
  • Develop countywide policies and procedures for accounting functions, including a comprehensive set of controls.
  • Guide and advise all county departments on accounting policies and procedures.
  • Direct, coordinate and consolidate financial planning and reporting information; analyze countywide financial records to report current status and forecast financial position and budget requirements.
  • Direct the preparation of internal and external financial reports.


Need to have:
  • A bachelor's degree or higher in accounting, business administration, or a closely related field and eight years or more of accounting and financial management experience at an organization similar in size to Hennepin County, including two years of supervisory experience.
Nice to have:
  • Experience with the management of centralized accounting operations related to billing and accounts receivable; maintaining an accountable plan for employee expense reimbursements; complex grant, project, and debt accounting; pension OPEB, and compensated absences liability accruals; and comprehensive financial reporting.
  • Knowledge of:
    • Accounting and financial management principles and practices.
    • Reporting, forecasting, and planning functions.
    • Funding and reporting requirements.
    • Information technology management.
  • Ability to:
    • Analyze and interpret fiscal and statistical data.
    • Prepare financial statements and reports.
    • Manage and supervise both direct reporting staff and financial staff in other departments.
    • Communicate effectively both verbally and in writing.
    • Conduct effective presentations.
    • Work with administrators and policy makers with disparate viewpoints.
    • Work with information technology resources.
    • Anticipate future trends, assess impact of issues, and display a systems thinking approach.
