Full Job Description
Hennepin County's Economic Supports (ES) division is seeking two Senior Planning Analysts to join their team. These positions will perform project management, facilitation, research, and evaluate activities related to operational improvement and service development using automation tools and coding. These positions will engage all levels of staff in ES in the continuous quality improvement projects.
These positions will be responsible for planning and developing automation tools and user supports for legacy systems and supporting BlueZone scripts for ES, as well as their service delivery partners within Health and Human Services (HHS). These positions will also work to plan and develop a modernized interface for county staff to interact with mainframe systems. This involves analyzing and documenting business processes through collaboration and consultation with staff, supervisors, and managers to provide direct service, as well as developing and testing automation tools. In these positions you will be supporting and educating staff, supervisors, managers, and partners on the use of the tools and employ continuous quality improvement principles to update and enhance the tools over time. You will partner with Minnesota Department of Human Services (DHS) staff and other county partners to ensure Hennepin County is aligned with statewide approaches, and at times you will provide technical assistance to the state and other counties.
Location and hours:These positions are hybrid and will be performed both on-site at various county sites and provider locations throughout Hennepin County, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 7:30 a.m. to 5 p.m., with flexibility. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In these positions, you will:- Design, code, and maintain Bluezone Scripts and other automation tools for ES, utilizing VBScript, SQL, and other tools to work with legacy mainframe systems.
- Utilize an Eclipse-based low code environment to help develop and maintain a modernized UI for legacy mainframe systems, including task workflows and process automation.
- Identify opportunities for service delivery and process improvement within HHS and coordinate with ES leadership and the Quality Improvement team to develop holistic and habilitative improvement processes.
- Coordinate with Automation and Integration team and information technology (IT) staff to maintain code and databases, plan enhancements, and manage new and ongoing projects through github, VSCode, and other IDEs.
- Provide ongoing quality assurance and support to BlueZone functionality across ES through responding to questions from colleagues and collaboration with IT staff.
- Promote team project news, updates, initiatives, and resources, including live or recorded demonstrations.
- Represent ES’s Automation and Integration projects in communication and collaborative initiatives with DHS and other counties, including providing technical and consulting support for counties regarding scripts, and representing Hennepin County in regular DHS meetings.
- Engage with new and existing testers (operations staff):
- Request and evaluate critical feedback.
- Enhance or fix in process scripts based on feedback.
- Provide Microsoft Teams channel communications and support.
- Develop scripts to run access data for critical management reporting, report trends, errors, and discovery of BlueZone-created data.
- Champion Hennepin County’s core values, including racial equity, when representing the Automation and Integration team in inner and interdepartmental committees, taskforces, and projects.
- Maintain and enhance data and data analytics tools necessary for federal reporting for Hennepin County to stay within compliance on state and federal policies, including the SNAP program’s On Demand Waiver and program integrity efforts.
Need to have:- One of the following:
- Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or urban/city planning and two years or more of related experiences.
- Related education and/or experience to total six years.
Nice to have:- Experience:
- Coding in VBScript or Javascript, or prior experience working on the BlueZone Scripts.
- Analyzing and evaluating business workflow and processes requiring workflow design solutions to improve operational effectiveness.
- Working in Eclipse IDE or similar low-code development tools, or prior experience with mainframe automation and modernization.
- Analyzing and presenting data using SQL, PowerBI, or other tools to guide business solutions.
- Knowledge of:
- Digital service options and overall business supports needed to support digital options.
- Project management, process analysis, research design, and statistical analysis.
- Principles of planning and program evaluation/performance measurement.
- Federal, state, and county laws, rules, and regulations.
- Public Assistance program policies and procedures.
- Ability to:
- Determine research requirements and conduct research.
- Prepare plans for project and program goals, implementation, and evaluation of results.
- Analyze and evaluate operational effectiveness; collect, analyze, and interpret data; prepare statistical and project reports.

- Effectively communicate both verbally and in writing.
- Provide work direction to paraprofessional and professional staff.
