Full Job Description

The Environment and Energy department is seeking to fill a Solid Waste Ordinance Compliance Specialist position. This position will provide administrative support to the Solid Waste and Energy division by coordinating and running the application of Ordinance 15, creation and management of contracts for the Division, blanket purchase orders, capital projects, and reporting, review, and processing of monthly vendor invoices.

Location and hours:
This position is hybrid and will be performed both at the 625 Building located at 625 4th Avenue South, Minneapolis, MN 55415 and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County to apply for this position.

In this position, you will:
  • Review, process, and audit Solid Waste Management Fee program, trends, and reports.
  • Create and maintain Blanket Purchase Orders.
  • Oversee accounts payable, purchase orders, requisitions, and payments.
  • Review, monitor, and enter contracts in APEX, provide reporting related to expirations, expenditures, trends, and monitor NTEs.
  • Create, monitor, and close capital projects in APEX.
  • Verify and confirm invoices submitted by vendors for facility operations, maintenance and capital.
  • Complete other duties as assigned.
Need To have:
  • One of the following:
    • Four or more years of experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position.
    • Bachelor's degree in public administration, business administration, or other field appropriate to the position.
Nice To have:
  • Experience:
    • Creating specialized correspondence and reports for various audiences.
    • Assisting with budget analysis and preparation.
    • Drafting and developing plans for program modifications and implementation.
    • Using Microsoft Office Suite and/or other similar applications to create reports, spreadsheets, or presentations.
    • Providing business and technical support for staff.
    • Developing, implementing, and administering training to staff.
  • Ability to:
    • Establish and maintain effective working relationships with internal and external customers.
    • Perform general administrative work.
    • Investigate and resolve complaints.
    • Read and interpret policies, procedures, laws, and regulations.
  • Knowledge of:
    • Administrative principles and practices relating to the management of department operations.
    • Policy and procedure recommendations and implementations related to solid waste ordinances.
