About the Position: This is position is located at the Naval Medical Center Camp Lejeune, NC, Department of Materiel Management.

Incumbent will provide health care services contract development, oversight, and administration of a variety of personal and non-personal health service and support contracts with various contracting sources.

This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To Qualify at GS-09: Specialized Experience: One year of specialized experience which includes assisting with maintaining filing system for a section; reviewing contracting service agreements for discrepancies; maintaining spreadsheets to provide statistical data to supervisor and/or department heads.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Healthcare Administration, Business Administration, Business Management, Finance, Accounting, Human Resources, Organizational Leadership and Supply Chain Management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To Qualify at GS-11: Specialized Experience: One year of specialized experience which includes coordinating with managers to ensure contract is administered properly; providing technical assistance to define contract requirements; reviewing and/or assist in drafting Statement of Work for procurement of supplies, services and/or personnel.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Healthcare Administration, Business Administration, Business Management, Finance, Accounting, Human Resources, Organizational Leadership and Supply Chain Management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Provide information on contract services based on current and future needs.
  • Monitor obligations and actual expenditures for a budget with a variety of sources and types of funding, such as direct annual, multi- year, and no-year appropriations, apportionments, and allotments.
  • Perform Duties of Quality Inspection Specialist on all contracts.
  • Interpret and/or review contracts to provide input on modifications, terms and conditions.
  • Monitor contracts to ensure timely delivered services.
  • Make recommendations regarding contracts and their services to leadership.
