The Senate Sergeant at Arms is seeking an IT Procurement and Contracting Specialist.

Required Special Skills/ Knowledge As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role.

Must possess and maintain FAC-C Professional certification within 24 months of date of hire.

An active Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C Professional certification, subject to meeting FAC-C Professional experience and continuous learning requirements.

Must possess and maintain FAC-C Digital Services (FAC-DS) specialization within 24 months of date of hire.

Knowledge of technology including software licensing models, current and emerging compliance requirements impacting IT hardware, software, and services acquisitions, and contract terms.

Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.

Knowledge of modern practices used in procuring information technology equipment and software.

Ability to operate a personal computer with proficiency in word processing, spreadsheet, and database software. Ability to understand and follow oral and written instructions.

Ability to work effectively with all levels of management and staff. Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.

Ability to communicate, multi-task and collaborate effectively. Attention to detail is required. Knowledge of effective government purchasing principles and practices.

Ability to negotiate contract terms successfully addressing business needs, licensing, compliance with Senate terms, security, privacy, and other requirements.

Ability to work closely with customers, and work as a team in a fast-paced environment. Ability to communicate effectively. Working Conditions To meet the needs of the U.S.

Senate, the individuals in this position may be required to be on call or report on-site on a rotational basis within 24 hours.

Work is performed in an office environment requiring sustained use of computers and office equipment. Major Duties:

Solicits, awards, and manages software licensing agreements, hardware procurements, cloud service agreements, professional services, and maintenance and support IT contracts.

Collaborates with staff to develop technology procurement standards, templates, and guidelines.

Provides guidance to SAA staff in the preparation, process, rules and regulations, contract selection, and award of procurements; expedites purchases as needed.

Addresses or escalates, when necessary, problems related to the procurement process and conducts debriefs following the selection process.

Prepares and issues Requests for Proposals (RFP), Requests for Quotations (RFQ), Requests for Information (RFI) and Sources Sought Notices (SSN).

Analyzes and evaluates price proposals and assists in the development of Independent Government Cost Estimates, development of competitive range decisions, source selection decision memoranda, limited competition justifications and other supporting documentation.

Other duties as assigned.
