This role acts as the top advisor to the Chief Administrative Officer at the Patent and Trademark Office, focusing on evaluating and improving office programs, budgets, and daily operations to ensure everything runs smoothly.
It involves leading teams, managing staff, and planning for future workforce needs in a fast-paced government environment.

This position is located in the Office of the Chief Administrative Officer (CAO), Front Office.
This position directly supports the Chief Administrative Officer and Deputy Chief Administrative Officer, and the position involves assessing the effectiveness of the OCAO programs and associated administrative processes and the overall efficiency of OCAO operations.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14.
Specialized experience for this position includes: Experience leading comprehensive organizational assessments, conducting workload analyses, staffing and process reviews.
Experience serving as the principal budget lead for a multi-program office, managing annual budget formulation, execution, and reconciliation.
Experience designing and executing enterprise workforce-planning and change-management initiatives, integrating short- and long-range staffing forecasts.
Experience providing sustained leadership for daily operations, workload prioritization, performance management, disciplinary actions, hiring/promotions, and training.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The physical worksite for this position is located in Alexandria, Virginia.
Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.
Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

As the Chief of Staff, you will be responsible for: Initiating and conducting organizational studies; continuously assessing OCAO program effectiveness.
Serving as the central POC for the OCAO budget; planning and preparing the budget; developing presentation strategy and directing submissions.
Performing financial forecasting and analysis; reviewing and revising estimates; advising on budgetary actions and formalizing realignments with audit trails.
Coordinating personnel action requests (PARs); providing leadership on streamlining personnel programs and conducting short/long-range workforce analyses.
Collaborating with agency stakeholders; instituting proactive communications; developing evaluation tools; briefing on deficiencies and implementing corrective actions; and supervising staff.
