Job Description

Summary

This job involves analyzing business processes in a defense logistics agency, turning complex needs into system improvements, and advising leaders on big-picture changes to make operations more efficient.

To qualify for a Business Process Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Leads functional systems analysis to translate process and policy needs into documented system requirements, advises leadership on the merits and long-range impact of proposed changes, and represents the business in Configuration Control Board deliberations to drive enterprise system improvements.

Proficiency in analyzing enterprise systems to identify systemic problems, evaluate the impact of changes, and recommend improvements based on user requirements and best commercial practices.

Directs policy studies to assess enterprise-wide impact, provides expert interpretation to resolve conflicts, and briefs senior management to establish precedent-setting decisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Establishes and monitors key performance indicators (KPIs) to measure team success against performance targets.
  • Analyzes enterprise-wide programs and processes to develop improvement recommendations for senior management.
  • Functions as a subject matter expert for leadership, guiding process improvement initiatives and policy implementation.
  • Coordinates and responds to major Congressional, Government Accountability Office, or Inspector General investigations, audits, and inspections.
  • Analyzes and participates in development of DLA positions on legislative matters, as well as in the development of proposed legislation.
  • Establishes quantitative performance metrics, analyzes resource needs and constraints, and recommends actionable solutions to senior leadership.
