As a Business Operations Specialist (Suspension and Debarment), you will be responsible for writing and reviewing recommend administrative actions, monitoring inquiries, analyzing reports, and providing training for the suspension and debarment process.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/18/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/18/2026.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Contracting and are assigned based on the need of the agency.
  • Conducts research and fact-finding to include deciphering intricate business structures and multiple affiliations.
  • Writes complex documents to include Action Referral Memoranda (ARM), Notice Letters, And Decision Memoranda for proposed debarments, suspensions and no actions.
  • Assists in reviewing and administering drafts of Administrative Compliance Agreements (ACA) and monitors ACA submitted by the respondent and crafts responses to inquiries.
  • Reviews policy language and amended material for DHS and/or Interagency Suspension and Debarment Committee (ISDC) suspension and debarment policy.
  • Develops and delivers suspension and debarment training sessions for internal and external government agencies.
  • Enters data into Federal databases (i.e., General Services Administration's (GSA) System for Award Management (SAM) and Federal Awardee Performance and Integrity Information System (FAPIIS) and verifies data entry into the databases.
  • Monitors elements of the Suspension and Debarment (SD) electronic database SD Cases Management System (SDCMS) and ensures it is up-to-date and properly functioning so that the case management needs are met.
