Summary

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Business Operation Staff (BOS).

As a Supervisory Management Analyst, posted here as Business Operations Staff (BOS) Director, GS-0343-15, you will direct a staff responsible for managing business operations across all OFM organizational components.

In order to qualify for this GS-15 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Advising leadership on budget formulation and execution, procurement planning, and human capital needs to support organizational decision-making; AND Serving as confidential advisor to senior leadership on complex problem analysis and solutions; AND Directing staff in the delivery of business services such as budget, travel, acquisition, and human resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Advise OFM leadership re: discussions with CMS leadership, Congressional Staffs, and other stakeholders to explain and justify operational and budget approaches in the context of established goals and objectives.
  • Direct and develop information requests on behalf of the Director and Deputy Director including Administrative and Secretarial correspondences, Freedom of Information requests, disclosures requests, paperwork burden, etc.
  • Provide business operations support to OFM leadership in their strategic business planning, human resource management, analysis, and workforce and succession planning, and staff development, training, and skill gap analysis.
  • Direct policy development and oversees OFM's business services, including budget formulation and execution, procurement, human resources, staff development, awards and recognition, and management of travel, space, and technology resources.
