Full Job Description

PURPOSE OF POSITION:

Serves as the technical service owner for ARRC’s Business Intelligence (BI) systems and services. Independently architects, implements, and maintains BI platforms, data models, and analytics solutions, while overseeing the overall BI program lifecycle. Works directly with end users across all departments to proactively gather requirements, translate business needs into technical solutions, and develop high-quality datasets, reports, and dashboards. Leads BI-related implementations and enhancements, including work performed by consultants, and provides advanced technical support, guidance, and enablement to users of BI technologies.

Duties and Responsibilities:

Design, Build, and Maintain BI Solutions

Architects, develops, and maintains Business Intelligence platforms, data models, datasets, and analytics solutions. Owns the technical lifecycle of BI services, ensuring solutions are scalable, reliable, secure, and aligned with organizational needs.

Develop Reports, Dashboards, and Analytics Products

Designs and delivers dashboards, reports, and self-service BI assets that support operational, financial, and strategic decision-making. Iteratively enhances BI products based on user feedback and evolving business requirements.

Requirements Gathering and User Collaboration

Works directly with users across all departments to proactively gather requirements, understand business questions, and translate data needs into effective technical BI solutions.

BI Standards, Data Quality, and Platform Governance

Establishes and maintains BI standards, best practices, documentation, and governance. Ensures data accuracy, consistency, performance, and appropriate access controls across BI solutions.

Consultant Oversight and Technical Leadership

Leads and reviews BI-related work performed by consultants, including defining technical requirements, validating deliverables, and ensuring alignment with ARRC architecture and standards.

User Support, Enablement, and Continuous Improvement

Provides advanced technical support, troubleshooting, training, and guidance to BI users. Monitors BI platform usage and performance and recommends enhancements and improvements.

FACTOR 1: Technical and Operational Knowledge

Exhibits extensive experience and in-depth knowledge in the planning, design, implementation, administration, and ongoing maintenance of Business Intelligence (BI) platforms, data models, and analytics solutions.

Demonstrates strong technical expertise in BI system architecture, data integration, data modeling, and report and dashboard development.

Leads the BI program in delivering reliable, high-quality analytics solutions and customer-focused support. Participates in the planning and delivery of a full range of BI services to the organization, including platform management, analytics development, and user enablement.

Demonstrates knowledge of BI and data analytics technologies and actively researches emerging tools and best practices.

Works with ARRC employees to identify opportunities to improve decision-making through data, analytics, automation, and self-service BI solutions.

Serves as an advocate for effective data use and analytics standards across the organization.

FACTOR 2: Analytical Skills & Impact

Prioritizes and executes complex technical work in a fast-paced environment while maintaining a high level of customer service.

Presents technical concepts, data insights, and analytics solutions in clear, user-friendly language for non-technical staff and end users.

Analyzes business processes and data needs and applies Business Intelligence technologies to develop effective, practical solutions that support organizational decision-making.

FACTOR 3: Supervision and Control

No supervisory responsibility. Acts as a technical mentor and subject matter expert for Business Intelligence users and IT staff. Works under the general direction of the Director, IT, exercising independent judgment in the planning and execution of assigned work.

FACTOR 4: Communication

Communicates effectively, orally and in writing, with ARRC employees at all levels to gather requirements, explain technical concepts, and present analytics solutions in user-friendly terms.

Works with consultants, vendors, and IT staff to define expectations, review deliverables, and coordinate BI initiatives.

Communications are used to inform, explain, solicit information, and influence decisions.

FACTOR 5: Working Conditions

Position is located in Anchorage in a corporate office environment and potentially in a home office. Must have dexterity of hands and fingers to operate a computer keyboard and mouse. Position requires after hours availability to support 24-7 operations.


Requirements

Education Requirements

Bachelor’s degree in Computer Science, Information Systems, Data Science, Engineering, or a related technical field is required. Four (4) years of progressively responsible professional experience in Business Intelligence and data analytics may substitute for the degree requirement.

Work Experience

Five (5) years of progressively responsible professional experience in Business Intelligence, data analytics, or a related information technology field is required. Must have a demonstrated track record of independently designing, developing, and delivering enterprise-level BI solutions.

Required experience includes:

  • Advanced proficiency in SQL for data analysis, data modeling, and performance optimization.
  • Hands-on experience developing reports, dashboards, and semantic models using a modern BI platform such as Power BI, Tableau, Qlik, Looker, or equivalent analytics tools.
  • Experience designing and implementing data models and architectures for analytics, including data warehouses, data lakes, or lakehouse-style solutions (e.g., Snowflake, Azure Synapse, BigQuery, Redshift, Databricks, or similar platforms).
  • Experience working directly with business users to gather requirements and translate business needs into technical BI and analytics solutions.
