Works with peers to provide expertise for the design and business feasibility of various Healthcare Quality systems from concept to design, testing, implementation, and support.
Recommend tools/solutions to develop and/or enhance systems and applications. Analyzes user needs and translates needs into functional requirements/specifications.
Leads the creation and execution of complex test scenarios to ensure proper system operation. Leads Healthcare Quality's efforts in the coordination of system modifications.
May lead staff in recreating user problems to resolve operating difficulties and identify problems.
May lead the system development life cycle to include designing, testing, implementing, supporting software and/or hardware, quality assurance, regression testing, etc.
May lead and direct work of others. Manage systems business activities defined by the agency's System Development Life Cycle.
Serves as the program/project leader and subject matter expert associated with content, processes, and procedures.
Develops technical documentation (designs, specifications, processes, and workflows) and communicates technical jargon in layman's terms.
Assists in creating and executing procedures that ensure that all systems, products, and services meet agency standards and end-user requirements.
Works in conjunction with Information Technology (IT) developers to estimate the amount of analysis and development effort needed for various Healthcare Quality systems.
Collaborates with Healthcare Quality staff on projects related to data collection, management, and analysis. Assists in identifying areas of improvement and training opportunities.
Assists with the development and maintenance of dashboards for internal and external use.
Performs other duties as assigned, to include, but not limited to assisting in special projects, participating in disaster preparedness and response, and is designated as an essential employee, subject to duty and/or call on a 24-hour basis during an emergency.
State Minimum Requirements: A bachelor's degree in computer science or a related area and experience in computer system development and modification. Relevant experience may be substituted for the Bachelor's degree on a year for year basis.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
