This posting is for the State of Hawaii, Department of Accounting and General Services, Office of Enterprise Technology Services.


The position is located on the Island of Oahu.


Salary: $ 5,400.00 - $ 5,517.00 per month

Requirements

The Office of Enterprise Technology Services (ETS) is established within the Department of Accounting and General Services (DAGS) to integrate all of the State’s Executive Branch Information Technology (IT) administration, services, and operations into a single, cohesive strategy to reduce costs, deliver effective government services, increase project process efficiencies, improve the overall cyber security posture, and provide accountability and transparency to all constituents the State of Hawaii serves.


The Business Analyst will serve the Enterprise Hawaii Modernization Program initiative that is being jointly led by DAGS and ETS. The position is responsible to direct the transition to a modernized system by leveraging existing data integration from departments and jurisdictions. During all phases of the system design, implementation, testing, training and transition to go-live status the Business Analyst will work to analyze business processes, workflows, calculation routines and system functionality to ensure that employer and employee data processing accurately represents the State’s rules, parameters and policies across all State jurisdictions. The Business Analyst will also work directly with payroll stakeholders to ensure that they are well-prepared for the various release and deployment cycles.


The role of the Business Analyst will span the course of multi-year and multi-faceted modernization projects under the Hawaii Modernization (HIMOD) Initiative and will also further establish the required knowledge base to ensure operations and maintenance of enterprise systems is efficiently managed to effectively service the State enterprise.

This position is critical in supporting the required communications, knowledge transfer, adoption and acceptance of the new enterprise payroll and time and attendance solution and future enhancements and enterprise modules.

Qualifications

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Knowledge: Knowledge of employment practices in the areas of human resources, payroll, time and leave management, finance and procurement functions and procedures as well as a basic understanding of laws and regulatory requirements associations with those functions.

Working familiarity with specific labor laws under the Fair Labor Standards Act (FLSA), State wage and hour rules and contractual payment rules and guidelines; and with workflow analysis, business process analysis and business modeling tools.


Skills/Abilities: Ability to analyze, classify and document business requirements and functional design specifications; and work effectively with a variety of State stakeholders to ensure that system updates, changes and modifications are clearly communicated to users.

Ability to manage competing priorities and to drive results through a multi-disciplinary team with matrixed reporting relationships (i.e., departments/agencies/jurisdictions and their specific functional subject matter experts).

Strong professional presence with the ability to communicate effectively with diverse audiences. Good people management and project management skills.

Ability to work well with peers and build productive working relationships and present project status, outcomes and benefits to all levels of the enterprise.Ability to translate business processes, work flows and methods into specific written requirements and logic for system specifications and design applicability.

Excellent writing skills and technical aptitude.


Recommended Experience: Bachelor’s degree in accounting, financial management, human resources or benefits administration, management information systems, computer sciences, business applications, or related field; Five (5) years professional experience in enterprise resource planning (ERP) administration within a mid to large size enterprise; Project Management Professional (PMP) Certification; Business Analysis (ECBA, CCBA, or CBAP) Certification.

This position is exempt from the civil service and considered temporary in nature.
