Job Description

Summary

This job involves serving as an expert in managing the business side of wildland fires and other emergencies, such as preparing agreements, giving advice on policies, and handling payments and training for fire response teams in the Forest Service.

It's ideal for someone with experience in emergency management or finance who enjoys working in a fast-paced environment to support firefighters and disaster recovery efforts.

The role is based in Boise, Idaho, and requires strong organizational skills to ensure everything runs smoothly during incidents.

Key Requirements

  • One year of specialized experience at GS-09 level (or equivalent) in incident business management, including preparing and executing fire-related agreements
  • Experience providing advice and guidance on incident business policies to fire managers
  • Assistance in presenting incident business materials during training sessions
  • Technical guidance on emergency incident payments and billing
  • For GS-11: Alternatively, a Ph.D. or 3 years of graduate education in related fields like contracting or financial management, or a combination of experience and education
  • Ability to document work history clearly, including dates, hours, and duties for all experience (paid, unpaid, or volunteer)
  • For GS-12 level (noted in description): Advanced experience advising on administrative issues like appropriations, payroll, and cost management

This position serves as a member of the fire, fuels, and aviation programs staff.

This position serves as a regional expert in incident business management functions pertaining to wildland fire and all hazard incidents.

Specialized Experience Requirement: GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service.

Specialized experience is defined as three or more of the following: Preparing, reviewing, and executing fire-related agreements consistent with incident business management policies and guidelines (such as wildland fire, hurricane, flood, earthquake recovery); and/or Presenting advice and guidance regarding incident business management policies and guidelines to fire managers; and/or Providing assistance with presenting incident business materials during formal/informal training; and/or Participating in providing technical guidance for preparation of emergency incident payments and billing.

OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of qualifying education include degree programs in contracting, financial management, business administration or other closely related field.

OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

GS-12: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service.

Specialized experience is defined as three or more of the following: Providing advice and counsel to higher-level fire management on incident business management administrative issues to include appropriation use, personnel/payroll, cost management, fire acquisition, and fire claims; and/or Evaluating the effectiveness of incident business related trainings and making recommendations to improve course materials and delivery; and/or Preparing program-related correspondence, reports, and other written materials regarding incident business and fire programs, policies, and operations; and/or Coordinating with federal, state, local government, and private industry to manage wildland fire related agreements and ensure they are current, properly utilized, appropriate, and necessary; and/or Monitoring agreements and ensuring incident payments and billings are completed and consistent with agreements.

  • Duties listed are at the full performance GS-12 grade level.
  • Partners with officials to provide coordination and consistency for wildland fire/hurricane/flood/earthquake recovery incident business policy implementation.
  • Ensures incident payments and billings are completed consistent with appropriate laws, rules, or regulations.
  • Coordinates resolutions of incident business program issues with program leadership and fire management staff.
  • Provides technical advice to officials on cooperative fire agreements.
  • Establishes guidelines and performance requirements to employees
  • Provides training and guidance on the development and implementation of cooperative fire, mutual aid, and cost share agreements.
