This position is responsible for providing program office support services for the statewide Home and Community Services Information System (HCSIS), Enterprise Incident Management System (EIM), the PA Individual Assessment System (PIA), Participant Review Tool (PRT), Docushare, and Client Information System (eCIS/CIS). Requirements

As a Business Analyst 2, you will be focused on supporting program operations by responding to data requests and assisting in the development of reports.

You will be responsible for assisting with user acceptance testing; managing system permissions, registrations, and access for OLTL staff, providers, and/or business partners; as well as creating Work Items (Incidents) for application fixes and enhancements into the Team Foundation Server (TFS) Application used by functional leads, system analysts, developers, and program business leads to support OLTL Operations.

Work also involves preparing system change requests and entering them into the TFS Application and preparing the ranking of system bugs and system change requests for the HCSIS quarterly releases.

You will have the opportunity to collaborate with staff from OLTL, Health and Human Services Delivery Center(HHSDC), and business partners to resolve issues and answer questions related to service programs.

Additional responsibilities include:

  • Reporting application issues and assisting with impact analysis
  • Preparing and running the testing scenarios for work orders or maintenance in HCSIS or EIM using corresponding testing applications
  • Participating in system and user acceptance testing as well as the documentation of testing results to ensure releases meet the needs of OLTL
  • Meeting with users and program staff to identify business requirements for application changes, on-line, and ad-hoc reports.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Business Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as an Information Technology Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of business process analysis experience; or
  • One year of business process analysis experience and a bachelor’s degree; or
  • An equivalent combination of experience and training.
