Full Job Description

This is a National Guard Title 32 Excepted Service Position. This is a Permanent GS-0560-11 BUDGET ANALYST (TITLE 32), Position Description Number D2970000 and is part of the MO TASMG Shop.

This is a bargaining position. MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard.

Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

Maximum Military Grade - MAJ (O-4) with date of rank after 01 NOV 2024 GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the budgetary process.

Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting technical material GS-11 SPECIALIZED EXPERIENCE: Must at least one year of specialized experience equivalent to at least the GS-09 grade level that provided knowledge of the policies, goals, objectives, regulations and guidelines of a budgeting program; ability to perform analysis of budget requests; ability to identify short falls in funding; and ability to develop procedures to implement budgetary processes, policies and regulations.

Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Major Duties:

  • Provides management oversight to the budget process, including planning, programming, budgeting, allocation, and execution of funds.
  • Reviews annual appropriation and authorization legislation to determine congressional intent.
  • Reviews and interprets higher headquarters’ orders, guidelines and directives, and policies and precedents to assess impact on State programs.
  • Prepares budget requests consistent with guidance issued by NGB, USPFO and State Resources for Resource Manager review and approval.
  • Advises Program Managers (PMs), Human Resources (HR) and senior leadership on the appropriate use of discretionary funds consistent with fiscal law and AVCRAD support region requirements.
  • Produces monthly reports and summary reports on annual funding programs and allotment for AVCRAD accounts to the Resource Manager.
  • Develops and utilizes effective internal controls to mitigate risk and prevent or identify and correct misstatements, specifically within Cooperative Agreements.
  • Develops processes and guidance in unique situations without specific guidance.
  • Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives.
  • Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Prepares requests to NGB and USPFO for budget activity transfers directed by the AG and the PBAC.
  • Provides technical budgetary advice and assistance to federal and state agencies as requested. Works with other Department of Defense (DoD) components to establish business practices to enhance mission accomplishment.
  • Independently develops and implements guidelines and policies as well as management controls for effective budget execution.
  • Performs other duties as assigned.
