The Finance Department is actively seeking a Manager of Accounting Services - Budgetary Accounting.

This position reports to the Manager of Accounting Services - Fund Accounting and is responsible for ensuring accurate budget recording into the City's accounting system through reviewing and tracking all citywide budgetary amending legislation and transfer directives, troubleshooting for errors and recommending corrective measures. This position is also responsible for the amended budget tracking and reconciliation of internally funded projects.

Requirements

  • Supervises, reviews and approves amending budgetary transactions citywide.
  • Calculates fund balances, annual recapture, GASB 34 City wide reconciliation, and other financial/CAFR reports to ensure budget is aligned to actuals.
  • Reconciles and balances financial statements, accounting records and ledgers.
  • Develops, implements, and reviews internally funded projects budgetary accounting in collaboration with CIP Administrator and Budget Office.
  • Develop and maintain budget related project reports; prepare periodic financial reports to include budget to actual revenue and expenditure information; analyze significant variances and present information to City leadership.
  • Analyzes and monitors operating budgets, identifying areas of concern to proactively address/correct timely.
  • Serve as process owner the financial system’s budgetary control and encumbrance accounting and project financial management modules providing functional oversight, troubleshooting support and end user training.
  • Responsible for monthly and annual budget and project module close/open.
  • Schedules, assigns, reviews and evaluates the work of assigned staff.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.

Additional Information

  • A six (6) year combination of education, and professional experience in Accounting or related field including at least one year of management experience.
  • A Bachelors' degree in Accounting preferred.
  • Certifications including CPA, CGFO, CGPO and CGFM are preferred.
