The Under Secretary of War (Comptroller) is responsible for carrying out the functions assigned by section 135 of Title 10 of the United States Code and ensuring the utmost economy and efficiency in the operations of the Department of War through sound business management and effective fiscal planning and control.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your: 1) Experience with Planning, Programming, Budgeting, and Execution (PPBE), Office of Management and Budget (OMB) and Congressional process; 2) Applying legislative and related policy guidance to determine the effects on budget programs; and 3) Financial experience working in one or more of the following areas: (1) Military Personnel, (2) Operation and Maintenance, (3) Acquisition (Procurement and RDT&E), (4) Military Construction, or (5) Family Housing.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your: 1) Experience with Directing and formulating execution of the budget process; 2) Interpreting complex legislative and related policy guidance in determining program budget; and 3) Financial experience working in one or more of the following areas: (1) Military Personnel, (2) Operation and Maintenance, (3) Acquisition (Procurement and RDT&E), (4) Military Construction, or (5) Family Housing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Formulates and recommends long-range budgetary requirements, based on established policies and concepts.
Directs and coordinates the formulation and execution of selected and significant areas of the Department of War budgets.
Reviews and analyzes requests for apportionments and reprogramming, taking into account the flexibility, character, and changing requirements of the individual programs.
Conducts meetings and discussions with key officials of the Military Departments to determine the relative importance and soundness of program budget estimates and financial plans.
Recommends changes in policies or procedures relative to military programs to ensure efficient and economical administration of funds
