In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as: Programming, formulating budgets, justifying and presenting budgets, or executing Defense Working Capital Fund (DWCF) budgets or General Fund budgets; processing funding documents or managing spend plans; or utilizing financial systems.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Performs a wide variety of administrative and analytical duties including, but not limited to the formulation, execution, justification, and presentation for assigned programs.
  • Formulates budget estimates for high-level, multi-year programs, develops in-depth cost benefit analysis and detailed budget forecasts of proposed budgetary and programmatic actions and advises senior level directorate staff.
  • Performs independent qualitative and quantitative analysis and resolution of complex and conflicting program and budgetary requirements related to obligations, expenditures, projections to compile statistical information, and identify budgetary.
  • Performs trend and gap analyses, reviews changes in long-range, detailed program plans and advises on their effect on out-year financial and budget plan milestones, identifies budget shortfalls, funding priorities and unfunded requirements,
  • Prepares and reviews funding documents using financial systems and analyzes financial reports showing the status of receipts, obligations, and expenditures of funds.
