This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), and Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at the Durham Veterans Affairs Medical Center (VAMC).
The Budget Analyst uses knowledge of a wide range of budget-related principles, procedures and methods to make recommendations on a variety of budgetary and administrative functions in support of the VAMC, National, and Special Purpose Programs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 for the GS-11 Grade Level.

Examples of specialized experience would typically include, but are not limited to: Monitors Fund Control Points (FCPs); Monitors Budget Plan projected obligations and expenditures throughout fiscal year; Develops the annual Budget Plan for all Medical Center; Analyzing and forecasting patient programs, services, employee turnover, and new technology when detailed historical data is unavailable.
Coordinates requests for additional funds for project activations, reimbursable travel, etc.; Formulates and revises annual budget estimates and budget justifications; Monitors receipt of grant funds; use and rate of expenditure of budget funds; Reviews written documents and accounting records; computes receipt rates, obligations and expenditure of funds; Identifies, analyzes, and resolves budgetary problems; Conducts long range budget planning, provides projections based on variable factors; reviewing and analyzing organizational budgets, compiling statistical data for reporting, studies, and presentations, utilizing operating systems and software to manipulate data and produce reports, communicating and assisting services with budget matters and electronic financial systems; Monitors and tracks obligations/expenditures; Monitors the use and rate of expenditure of budgeted funds.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

Duties: Incumbent provides budgetary support to +3500 employees at a Complexity level 1a Medical Center with five Community Base Outpatient Clinics and two Vet Centers.
The Mission of the medical center is to provide acute care, outpatient care, and long-term care for veterans through general health/medical programs and various medical and surgical specialty areas.
The Durham VAMC has an affiliation-support agreement with Duke University Medical School.
The scope and variety of teaching and research programs significantly impact the Medical Center's financial position.
The incumbent monitors the execution of a $500+ million dollar budget for 475+ Fund Control Points (FCPs) with many different sources and types of funding for multiple VA departmental facilities, research elements, National and Special Purpose programs, and projects aligned and operated within VHA and VISN 6.
This includes National Center Health Promotion and Disease Prevention, Health Services Research and Development Service (HSR &D), General Medical Research (GMR), Epilepsy National Center of Excellence, VACO Office of Radiology and Mammography, VACO Women's Veteran Program, National Electron Microscopy, National Grant for Palliative Care Hospice, National Tele-Radiology, National Oncology, VISN Mental Illness Research Education & Clinical Center, Office of Information & Technology (OI&T), VISN Community Based Dialysis Program, Geriatric, Research, Education and, Clinic Centers, Transformational Initiatives, Patient Centered Alternatives to Institutional Care Pilot, Rural Health, Office of Quality Performance, Office of Academic Affiliation, Quality Enhancement Research Initiative, and National Patient Safety Center of Inquiry program.
Annual, multi-year, and no-year appropriations allocated and managed are annual year Medical Center appropriations for Medical Services, Medical Support and Compliance, and Facilities; Multi-Year appropriations include (HSRSD), (GMR), and (OI&T); and No Year (Revolving) Funds include Medical Care Collections Fund.
Funds allocated support patient care activities, program operations research, Full Time Employee Equivalents (FTEE), salary, travel and all other program expenditures and protocols.
Incumbents independently monitors the status and availability of funds for each program and source to ensure that adequate funds are available and disseminates this information accordingly.
