Full Job Description

This National Guard position is for a BASE SERVICES SPECIALIST(TITLE 32), Position Description Number D2241000 and is part of the FL 125th FW, National Guard.

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only.

Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.

First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized.

Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLANG BUS Code NG0523: This position is "included" in the bargaining unit and eligible for labor organization representation.

The current exclusive representative is The Association of Civilian Technicians, Chapter 86 and the President is Mr. Robert Morgan at rmorgan@actnat.com.

MILITARY GRADES: Enlisted: E4 thru E7 GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration.

Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.

Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled.

Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS09, Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education or training equivalent to at least the next lower grade level.

Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.

Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour).

If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty.

If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour).

If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3).

If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated.

If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Major Duties:

As a Base Services Specialist, GS-0301-09, you will ensure Sustainment Services personnel and equipment mobility requirements are accomplished.

Coordinates directly with squadron Unit Deployment Manager to ensure all readiness and ancillary requirements are complete.

Provides oversight, analysis, and review of Services training requirements; consistent with Career Field Education and Training Plan (CFETP) and master training plan standards.

Reviews Air Reserve Component Network (ARCNet), Air Force Training Records (AFTR), and/or other locally developed databases to verify required updates and training documentation is complete for each unit member.

Collaborates with Unit Training and Deployment Managers to identify, schedule, conduct, and document Services specific training and align priorities with wing requirements to ensure all objectives are fulfilled.

Identifies and forecasts Services formal training needs and provides related financial data for inclusion in financial plan.

Provides input to local operating instructions, checklists, and annexes to plans.

Utilizes Management Internal Control Toolset (MICT) to conduct and document periodic self-inspection actions of applicable internal and external programs, identifies discrepancies, and establishes plan and timeframe for corrective action to ensure compliance with prescribed policies and regulations.
