The Assistant Human Resources Officer position is in the Administrative Office of the U.S.
Courts (AO), Department of Administrative Services, Human Resources Office (HRO), Judges Compensation and Retirement Division.
HRO provides human resource program leadership, services, and solutions to enable the U.S.
courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce. Applicants must have demonstrated experience as listed below.
This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position.
Specialized experience must demonstrate experience in ALL areas defined below: Supervising, leading, managing, and assessing staff performance, including providing clear guidance, effective task delegation, and support.
Assisting in responding to inquiries and offering guidance on judges' benefits, retirement, and surviving spouse benefits to justices, judges, and other senior judiciary employees.
Ensuring data integrity of pay, benefits, retirement information in automated human resources management information systems, including conducting quality review of pay, benefit calculations, and processes.
Major Duties:
The Administrative Office of the U.S.
Courts (AO), Department of Administrative Services, Human Resources Office (HRO) is seeking an experienced Assistant Human Resources Officer to serve as the Assistant Chief in the Judges Compensation and Retirement Division (JCRD).
This position reports to the JCRD Chief. JCRD is responsible for managing personnel actions and the monthly payroll process for retired U.S. Supreme Court justices and U.S. federal judges.
In addition, the division is responsible for managing multiple unique retirement systems for retired justices and judges and the survivor annuity system for their spouses.
The incumbent will play a critical role in providing leadership in the management of judges' benefit, compensation, and retirement programs.
The incumbent is responsible for managing operational work of a staff of professional human resources specialists, providing individual and team technical and program guidance, enhancing employee development, and improving on work processes.
The duties of this position include, but are not limited to: Assisting the division chief in responding to inquiries and offering guidance on judges' benefits, retirement, and surviving spouse benefits to justices, judges, and other senior judiciary employees.
Supervising a team of professional human resource specialists, providing both individual and team technical and programmatic guidance, leadership, and direction in daily operations and work processes.
Overseeing the performance of division staff to ensure accountability, efficiency, and the delivery of high-quality services.
Managing the annual audit process in collaboration with external accounting and actuary firms, as well as division staff, ensuring timely responses to audit findings.
Developing and implementing process improvements to ensure continued excellence in work output and the delivery of efficient advisory services.
Assisting the division chief in overseeing the development and maintenance of a comprehensive catalog of standard operating procedures.
Preparing written communications and notifications for judges, court officials, AO employees, and external parties, while supporting research and the preparation of documentation for Judicial Conference Committees and judges' advisory group meetings.
Conducting briefings for judicial nominees and delivering oral presentations to judges. Serving as a point of contact for Social Security and Medicare program inquiries.
Managing time-sensitive special projects and responding to inquiries from the White House, Congress, and other high-level officials as directed by the Division Chief.
Conducting performance reviews, coaching, and providing staff training to support Division operations.
