This position works within the Office of Apple Health & Homes and Permanent Supportive Housing (AHAHPSH) and reports to the Managing Director within the office of Apple Health and Homes. This position serves as the agency’s technical expert for the statewide Permanent Supportive Housing Operating, Maintenance and Services (PSH-OMS) Program, designed to address the financial challenges faced by permanent supportive housing projects across Washington. With a focus on assisting projects which serve extremely low-income households, specifically those experiencing or at risk of homelessness.

This position’s work is driven by Senate Bill 6027, which modifies requirements and allowable uses for the PSH OMS program, which provides supplemental funding for the operations, maintenance and services needed to sustain permanent supportive housing units serving extremely low-income individuals with disabling conditions. This funding supplements project revenues and covers allowable costs for occupied PSH units as defined under RCW 36.22.250 and RCW 36.70A.030.

This position is tasked with the responsibility to assemble and lead engagement and relationship building across government to solve difficult and highly complex problems through cross-system collaboration. Provide expert advice and consultation to management, internal departments, and outside organizations with diverse and conflicting interests. This position will implement and manage new initiatives to build upon our mission of increasing quality and capacity of permanent supportive housing across Washington state. This role will be responsible for overseeing implementation efforts, ensuring compliance with legislative requirements, coordinating internal and external stakeholders, and supporting consistent execution across grantees.

This position exercises independent judgment and discretion regarding the interpretation and implementation of policies and regulations. This position coordinates with other units in HD and agency staff for the effective and timely completion of assigned tasks and ensures that customer service is a priority.

Requirements

Lead and implement systems change efforts driven by Senate Bill 6027 to address Permanent Supportive Housing, Operations, Maintenance and modifying requirements expanding allowable uses of PSHOMS program.
Tasks include:

• Establish and maintain statewide program policies and processes and guide continuous program improvement relating to the AHAH -PSH OMS, O&M and HTF O&M programs.
• Lead and support cross-sector workgroups to address Permanent Supportive Housing with a focus on advancing equitable outcomes for families and adults that disproportionately experience housing instability.
• Advise management and program staff on program design, implementation and long-term performance management to ensure AHAH PSH OMS program can sustain and generate additional permanent supportive housing units, to maximize the impact of project infrastructure investments and
broaden access to affordable housing projects within the AHAH-PSH OMS program portfolio.
• Establish and maintain relationships with a broad array of stakeholders including state agency leaders, local government, young people and families with lived expertise, service providers, advocacy organizations, philanthropy, educational institutions, and others to collectively address Permanent
Supportive Housing.
• Lead collaboration efforts with the public, stakeholders, local government public funders, and federal public funders for input on program design, outcomes, deliverables and program implementation.
• Convene and lead public hearings and public comment periods to solicit and receive public comment and input, in compliance with state and federal regulations.
• Provide expert-level technical assistance and consultation to fund recipients and their staff regarding program and contractual requirements, cost eligibility and reimbursement.
• Lead the development of applicable data systems and tracking tools necessary to manage contracts, budgets and compliance reviews.
• Ensure ongoing grantee compliance with contract and service delivery criteria, program requirements and applicable RCWs.
• Respond to requests for information on the PSH-OMS program from local governments, stakeholders, state and federal legislators, public associations and private citizens by way of public disclosure requests.
• Provides expert level advice and recommendations on PSH-OMS policy and other key issues on the program to the AHAH PSH Managing and Deputy director, policy leads, budget staff and the director of Commerce.


Development and Statewide implementation of PSH OMS and O&M programs
Tasks include:

• Consult and advise AHAH leadership team on information gathered from stakeholder workgroups.
• Prepare legislation for new initiatives and navigate the legislative process as directed by the Managing Director of the Apple Health and Homes Unit.
• Develop, review and analyze contract work plans, performance metrics, activities, tasks, deliverables and timeframes to ensure contractual requirements and service delivery align with current program guidance and applicable RCW’s (RCW 36.22.250 AND RCW 36.70a(31)).
• Lead the development of applicable data systems and tracking tools necessary to manage AHAH-PSHOMS, O&M AND HTF O&M contracts, budgets, legislative reports and compliance reviews policies and procedures.
• Lead policy development initiatives, with a focus on achieving equitable outcomes for communities who are disproportionately impacted by housing instability.
• Write and publish Notices of Funding Availability (NOFAS) in compliance with state requirements, budget and agency requirements.
• Provide guidance and consultation to the AHAH management team, legislature and governor’s office on policy papers, fact sheets, presentations, testimony, and legislatively directed reports. Ensures the annual PSH OMS program analysis report is updated within established timelines.


Supervise staff
Tasks include:

• Supervise, lead, and provide technical assistance to staff/team.
• Oversee the work performed by the team. Delegate workload responsibilities and assignments to staff while providing regular feedback, coaching, and guidance.
• Monitor workload to ensure timelines are met, tasks are distributed equitably, and procedures are followed consistently.
• Evaluate staff performance and address performance concerns as necessary. Recommend corrective and/or disciplinary actions to the Managing Director and/or Deputy Managing Director.
• Encourage and support staff professional development goals and opportunities.
• Work with staff to identify training needs and manage staffs mandatory training requirements ensuring timely completion.
• Perform all aspects of the hiring process, ensuring that all division and agency hiring procedures are followed and requirements are fulfilled.


Research best practices and promising models
Tasks include:

• Research and share information with AHAH Management, stakeholders, legislative representatives and grantees on best practices and promising models for preventing homelessness that touch on the role of various public systems.
• Provide technical assistance on Apple Health and Homes, Permanent Supportive Housing operations, maintenance, and services, Operating and Maintenance and Housing Trust Fund, Operations and Maintenance program system development, program fidelity and compliance.

Qualifications

Required Position Qualifications:
Eight (8) years of combined experience and/or education as described below:
Experience in community, trade or economic development with a focus in multifamily/rental housing development and lending, and related real estate transactions in two or more of the following areas:
• Local Government land use
• Infrastructure planning or finance
• Construction Management
• Public works projects
• Affordable housing development
• Experience with state or federal housing program regulations.

A minimum of one (1) year supervising employees in a professional setting.

Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system may substitute for two years of professional experience.

o What is lived experience? Lived experiences is relevant expertise derived from the accumulated personal life and professional experiences of an individual.

Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experience, academic or a combination of experiences.

The above-listed experience will demonstrate that a candidate possesses the necessary knowledge, skills, abilities, and competencies to successfully qualify for and perform the duties of the position.

Education involves business, finance, public administration/policy, social services, real estate, or related field. Qualifying education post High School or equivalent may be substituted year for year for experience.

Preferred/Desired Qualifications:• Experience with the Washington State Housing Trust Fund or with U.S.

HUD programs such as HOME or National Housing Trust Fund, Low-Income Tax Credit programs, federal stimulus programs, or other similar programs.• Experience developing rental housing programs.• Knowledge of agencies, institutions, and processes involved in real estate development.• Thorough knowledge of grant and loan administration, contracting and accounting.• Knowledge of agencies, institutions, and processes involved in real estate development.• Advanced proficiency in verbal and written communication skills using current technology and the Microsoft suite of products.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
