Veteran Benefit Enhancement Supervisor

We are excited to announce we are now accepting applications for our Veteran Benefit Enhancement Supervisor (PS3), Full-Time, Permanent position, here at our headquarters located in historic Olympia, Washington.

This position supports the Program Manager and is a supervisory position responsible for the leadership, oversight, and coordination of the Veterans Benefit Enhancement Program (VBEP) and the HCA/DSHS/ALTSA referral processes.

The Veterans Benefits Enhancement Program and the Olympia Service Center are distinct programs within the Veteran Services, Counseling and Wellness Division. The VBEP is a partnership with the Washington State Health Care Authority that identifies veterans and their family members who are receiving Medicaid assistance and assists them with accessing federal veterans’ benefits such as health care and/or disability compensation and pension benefits. The objective of the program is to reduce the state’s Medicaid costs for individuals eligible for federal veterans’ benefits and the outcome of the program is a savings of approximately $5 million per year for the state. The Olympia Service Center is the agency’s primary customer service operation and includes the central office reception activities, a walk-in customer service center for veterans’ benefits and disability claims assistance.

Please Note: Work hours are typically Monday through Friday, 8:00 - 5:00 pm. This position is 100% an in office position. Time may be spent in other remote office locations, at military installations, government agencies, or other private partners. and is not telework eligible.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla.

These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families.

This position ensures the effective administration of program operations related to veterans’ Medicaid referrals, Community Support Office (CSO) referrals, and the Gold Star License Plate certification process. Through program oversight and coordination with internal and external partners, this role helps ensure eligible veterans and their families are connected to available federal and state benefits.

The supervisor provides direction, coaching, and performance management for assigned staff, ensuring work is completed accurately, efficiently, and in compliance with agency policies, state and federal regulations, and program requirements. This position monitors workflow, evaluates program processes, and implements improvements to support program effectiveness and service delivery.

Through leadership, accountability, and oversight of key program functions, this position helps ensure the delivery of high-quality services to veterans and their families while supporting the agency’s commitment to Save and Transform Lives.

Requirements

Some of what you'll do:
  • Preparation of comprehensive monthly and quarterly reports for the agency and all stakeholder agencies.
  • Analyze, coordinate, and implement policy and procedural changes from the agency, Federal VA, and stakeholder partners.
  • Maintain all program related tasks, procedures, and reporting requirements.
  • Train staff on Federal VA claims processes and facilitating complex claims.
  • Lead the Service Center in the absence of the Service Center Manager.
  • Conduct research to identify service improvement needs.
  • Ensure the proper processes for each program are being performed by the program staff and
    ensure they have been completed.
  • Participate in briefing the agency leadership on the program and provide necessary updates to the Service Center Manager on changes from stakeholder agencies.
  • Ensure staff are correctly completing all processes of the referral process and maintaining their duties and responsibilities.
  • Ensure all three programs within the VBEP are operating correctly and efficiently, looking for inefficiencies and ways to grow the programs.
  • Brief HCA, DSHS, ALTSA, and DOL staff on the VBEP and how our partnership works to ensure knowledge of the program with other agencies.
  • Conduct, at minimum, quarterly meetings with stakeholder agencies to provide program updates.
  • Coordinate and facilitate training to partnered agencies.

Qualifications

Required:
  • Bachelor’s degree in Social Services, Social Work, Social Science, Healthcare, Public Administration, Business Administration, or Liberal Arts/Sciences. AND
  • 2 years’ experience Veterans Benefit Specialist 2 in State service.
A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.

  • Proficiency with Microsoft Suite, including experience with data management systems and mobile application software.
  • Ability to communicate effectively with stakeholders, community members, partner organizations and customer groups.
  • Must be proficient in the English language.
  • Ability to communicate effectively with stakeholders, community members, partner organizations and customer groups.
  • One year as a supervising staff in a human services agency providing direct client services.

Preferred/Desired:
  • Experience as an Accredited Veteran Service Organization Representative.
  • Experience with Service Organizations providing services to Veterans and their families.
  • Working knowledge of statewide governmental policies, laws and regulations for the State of Washington, as it applies to programmatic service delivery.
  • Two or more years supervising staff in a human services agency providing direct client services

Special Requirements:

Must be able to pass a DSHS BCCU Background Check every two (2) years in accordance with WDVA Policy 615.000 Background Checks.

Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

  • Must be able to pass criminal background check performance by the U.S. Department of Veterans Affairs (VA) and in order to become an Accredited Veteran Service Organization Representative and obtain access to VA and DOD data systems.
  • Must maintain regular and reliable attendance and be willing to work as needed.
  • Must successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must sign the confidentiality statement for all employees.
  • Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
  • Must be proficient in the English language and be able to read, write, speak, and understand the English language.
  • Must have a valid driver's license.
