Full Job Description

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Business Operations Office (code 2501) of NAVUNSEAWARCENDIV NEWPORT RI.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower NT-03 (GS-9/10) pay band in the federal service or equivalent experience in the private or public sector preparing contract and purchasing requisition documentation packages and performing business analysis in support of projects and programs within the organizations business operations.

  • You will advise supervisor of problems providing acquisition support across a wide range of USW Combat Systems programs, assisting with preparing complex and multi-year contracting documents/packages.
  • You will enter gathered information into NUWC's Procurement system.
  • You will analyze, evaluate, and implement changes as required to ensure the effectiveness of USW Combat Systems program operations in meeting established goals and objectives in the areas of material/services acquisition and contracts administration.
  • You will assist, evaluate and advice the Requirements Generators or Contraction Officer's Representative with processes and procedures for Code 25 material/service acquisition.
  • You will assist and advice the Technical Department Acquisition Advocate and supervisor with planning, process and/or procedures associated with Code 25 contract management and assisting the lead with reviewing purchase requisitions.
  • You will prepare and review routine and complex contracting packages including abstracts, acquisition plans, contract administration plans, statements of work, source selections plans, and contract data requirements lists.
  • You will ensure proper follow up action is taken for PR rejections, cancellations or other related problems.
