Full Job Description

The Administrative Officer (AO) serves in a full staff capacity to the Chief of Mental Health Service.

The incumbent's primary duty is to manage, plan, develop, and direct the total and complex administrative duties of the service within.

The AO uses extensive knowledge and understanding of management principles, practices, methods and techniques to provide a variety of management services essential to the operation of the service.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements.

Works and communicates with clients and customers to satisfy their expectations.

Prepares, justifies, and/or administers the budget for program areas: plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.

Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy and communicates it by a variety of methods.

You will be rated on the following Competencies for this position: Attention to Detail Customer Service (Clerical/Technical) Financial Management Manages and Organizes Information Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required.

Major Duties:

Major duties include, but not limited to: Shares in the joint management relationship of planning and execution of the service.

Provides essential administrative support to the professional and administrative staff and coordinates the Mental Health Program with the administrative services of the Memphis VA Medical Center and the Chief of Staffs Office.

Has full, direct and delegated responsibility and authority to act for Mental Health Service in all matters relating to the service that do not require a professional clinical decision.

Develops the need for and maintains an awareness of available resources, and makes recommendations to management regarding needs, distribution or redistribution of these resources.

He/she gathers and analyzes budget needs of the service and supervises all phases of budgeting within administrative requirements.

Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations.

Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts.

Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.

Prepare recruitment packets and coordinate personnel actions as needed Ensure processes are in place to keep managers and supervisors informed of organizational updates and program changes.

Leads in the analysis, interpretation of other data used in resource planning Communicates effectively to maintain the integrity, responsiveness, vitality, and effectiveness of the many service level programs.
