Full Job Description

The incumbent functions as the Administrative Officer (AO) for the Pharmacy Service under the Service Chief, at the St. Louis VA Health Care System which is a large, complex medical center.

The purpose of this position is to direct and perform functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics and a variety of related administrative matters.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-9 Administrative Officer You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; Planning, organizing, coordinating and making recommendations for projects; Develops templates for reporting purposes; Consults with Human Resources and Fiscal Management on budget and personnel actions; Knowledge of VA data systems, HR procedures, personnel management including timekeeping, as well as experience in program and organizational evaluation; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations.

NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment..

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B.

or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.

Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.

GS-11 Administrative Officer You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: coordinating and monitoring the functions of administrative services within an office; Planning, organizing, coordinating and making recommendations for projects; Consults with Human Resources and Fiscal Management on budget and personnel actions; Knowledge of VA data systems, HR procedures, personnel management including timekeeping, as well as experience in program and organizational evaluation; preparing letters, reports and presentations; handling contract related services, product acquisition, and procurement of items.

Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.

or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.

(One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study.

If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement).

OR, Combination: Applicants may also combine education and experience to qualify at this level.

Major Duties:

Major Duties Provides full staff assistance on all administrative matters.

Supports the leadership of Pharmacy service and is responsible for planning, organization, development, direction, and evaluation of service operations, including budget and fiscal management.

Participates in development of overall management, objectives, and philosophies necessary for optimum efficiency in providing safe and efficient pharmacy services.

Directs and assists medical center staff in administrative research, management analyses, and development of reports pertaining to program plans, development operations, and assessments of any planning phase of the medical centers activities.

Conducts special studies on manpower, space, and equipment utilization. Formulates new policies and procedures. Analyzes complex and critical data and recommends remedial action if necessary.

Compiles final reports of evaluation efforts. Plans and directs the administrative and technical aspects of personnel management.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
