The Administrative Officer (AO) is located in the Behavioral Health Service at the VA Healthcare System.
VA Mental health programs and service are diverse and broad-ranging across multiple sites of care.
The Behavioral Health System comprise of approximately 100 professional and technical staff who are deployed across all sites of care.
Withing the Behavioral Health System maintain direct responsibility for the following diverse departments/clinical programs across our systems and sites care.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.
You may qualify based on your experience and/or education as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates oneyear time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position.
Specialized experience includes: Coordinating and monitoring the functions of administrative services within an office; Managing budget activities; assisting with contracting functions and managing procurement; Assisting with human resources functions to include recruitment, position classification, performance, training, etc.; Preparing letters, reports and presentations; Retaining procurement records and reconciliations; Making space utilization recommendations.
NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have I have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B.
or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.

Major Duties:
Duties And Responsibility: The incumbent for the Behavioral Health OA, is responsible for the oversight and management of administrative matters within the department.
The incumbent leads and directs all personnel management processes, with delegated authority from a close coordination and collaboration with the Service Chief.
This will allow the Service Chief to concentrate almost entirely on strategic program outcomes, data project and performance monitors, clinical management, database development and management etc.
Personnel Administration and Management: The incumbent for the Behavioral Health Service AO, is responsible for oversight and management of administrative matters within the department.
The incumbent leads and directs all personnel administrative processes, with delegated authority from a close coordination and collaboration with the Service Chief.
This will allow the Service Chief to concentrate almost entirely on strategic program outcomes, data project and performance monitors, clinic management, database development and management, etc.
The incumbent directs the personnel management program for the service, performing or overseeing the full range of human resources requirements, to include position descriptions; functional statements; vacancy announcements; leave accounting; coordinating and facilitating the hiring process as well as the processing of activities for incoming service employees with the VAMC; maintain employee competency folders for review; and delegation of work to effectively maximize resources and to ensure the efficient, effective, and timely completion of projects as well as the delivery of the full range of administrative services to Behavioral Health Chief, with continuous monitoring for quality, progress, and goals, and periodic updating as needed, etc.
Budgeting/Financial Management: The incumbent provides for the budgeting and financial management of the organization in compliance with established agency and VAMC policies and guidelines.
This includes budget formulation, justification, and execution; financial management; and financial reporting.
Provides advice to Service management and program personnel on budgetary and finance issues.
Performs a wide range of duties connected with budget formulation and monitors overtime allocation for the service.
Develops budgetary information, and, from knowledge of the organizational budget priorities, drafts annual and multi-year budget materials for Behavioral Health budget.
Independently prepares detailed calculations, market surveys, statistical and narrative justifications and other pertinent data and documents to support budget requests.
Gathers information from all research units to develop projections of salaries, benefits, and other expenses. Prepares all budget documents requested by the VAMC.
Once budgets are approved, manages the execution of the appropriate allocations for specific programs and projects in Behavioral Health.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
