You will serve as a Administrative/Technical Specialist in the Acquisition Liaison Office (TLO Large); Contracts Department of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $158,322).

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist soliciting, evaluating, negotiating, awarding, or overseeing various types of contracts and special provisions to include the DoD or Navy Government Furnished Property regulations or policy.
Examples of specialized experience may include: (1) Planning, leading, and executing the development of acquisition documentation to include SOWs, IGCEs, and Acquisition Plans; (2) Developing and leading training on acquisition related topics (GFP, acquisition documentation, FAR/DFARS, etc.) for acquisition personnel; (3) Developing and documenting acquisition related processes and procedures or leading acquisition process improvement initiatives; (4) Coordinating with outside organizations to establish policies and procedures that impact multiple distinct organizations; (5) Advising technical personnel on contract and procurement strategies and approaches; (6) Interpreting, applying, and providing advice on overarching acquisition policy such as FAR, DFARS, and NMCARS; (7) Leading efforts to respond to data calls or support internal or external audits such as Property Audits, Procurement Surveillance Program, Integrate Risk Management, etc.; (8) Utilizing expert level knowledge to interpret or apply GFP policies and regulations.
