Job Description

Summary

This job involves helping with government purchasing processes, like preparing contracts, advising on strategies, and coaching teams on how to buy things efficiently for the Navy's digital projects.

It's a support role focused on innovation and following rules to make smart deals.

A good fit would be someone with experience in contracts or procurement who likes problem-solving and working in a team to improve processes.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent in federal procurement, including preparing acquisition documents and applying contracting regulations
  • Knowledge of acquisition and procurement regulations, principles, policies, and procedures
  • Experience advising on contract strategies and developing documentation like statements of work, cost estimates, and deliverables
  • Skills in procurement innovation coaching, technical evaluations of proposals, source selection, and award decision documentation
  • Ability to support contract administration as an alternate Contracting Officer's Representative (COR)
  • Familiarity with contract planning, market analysis, technical trends, and Agile practices
  • Strong communication skills, research abilities, and experience executing complex contracting strategies, preferably with commercial procurements and prototyping

Specialized experience must demonstrate the following: Assisting federal procurement activities that include preparing acquisition documentation, proposals evaluations, and/or applying knowledge of contracting regulations and procedures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will advise on contract strategies, provide coaching to develop documentation including statement work/statement of objectives/performance work statements, independent government cost estimates, deliverables etc.
  • You will provide procurement Innovation Coaching and support to PEO Digital, Leveraging DHS PIL Innovation Coach designation.
  • You will coach procurement owners on contract award activities such as technical evaluations of proposals, generation of evaluation criteria for competition, source selection participation, award decision documentation.
  • You will support Contract administration servicing as an alternate COR when required.
  • You will provide Contract planning through contract, market industry and technical trends analysis in Procurement package development.
  • You will participate in Agile practices and acquire an understanding of Agile practices.
  • You will possess contracting and pre-award experience, preferably to include Commercial procurements and prototyping.
  • You will be skilled in effective communication, ability to research issues, and execute complex contracting strategies.
  • You will support Procurement planning and reporting activities.
  • You will identify opportunities for innovation, automation, process improvement, and support of all goals and objectives of PEO Digital and the Navy.
  • You will have knowledge of acquisition and procurement regulations, principles, policies and procedures required.
