Full Job Description

This position is located in the Department of Homeland Security, Federal Protective Service, Springfield, Virginia. Specialized Experience: GS-11: A.

Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Drafting and editing written reports, procedures and/or guidance documents to ensure content is clear, concise and appropriate for the intended audience; Reviewing information from source materials to verify factual accuracy of content prior to publication; and Coordinating with staff to obtain input and/or incorporate revisions for preparation of document publication.

B. Have Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. C.

Have e a combination of specialized experience and graduate-level education that meets 100% of the qualification requirements for this position.

GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Editing policies, standard operating procedures, and/or technical documents in collaboration with subject matter experts; Evaluating content structure, flow and/or supporting evidence to recommend revisions that improve readability; and Conducting research on program activities and/or initiatives to support written products and/or briefings.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.

The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

The primary purpose of this position is to serve as a writer-editor responsible for developing, analyzing, and producing clear, accurate, and well-organized written materials such as policies, procedures, and guidance by collaborating with subject matter experts, ensuring content quality and consistency, and supporting communication of organizational programs, priorities, and operations to diverse audiences.

Duties performed: Develops and edits policies, standard operating procedures, and guidance documents to support organizational programs.

Analyzes source materials and program information to ensure written content is accurate, complete, and relevant to the intended audience.

Collaborates with subject matter experts and program staff to gather information and refine written products.

Reviews and edits documents for clarity, organization, grammar, and consistency with established standards and objectives.

Prepares and formats written materials, including reports, manuals, and briefings, for publication and distribution using desktop publishing tools.
