Education and Experience: Bachelor’s Degree or higher in Occupational Safety and Health, Business, Public Administration, Risk Management, Social or Behavioral Science, or a related field, and four (4) years of progressively responsible experience in safety programs, compliance inspection, and compliance training, including two (2) years in a lead or supervisory capacity.
Licenses and Certifications: Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.?
Requirements
Under general direction, develop, manage, and evaluate transportation safety and inspection activities, risk management, and environmental requirements.
Qualifications
Oversee safe and compliant transportation operations. Involves: Conducting research, managing incidents and programs, advising leadership, training drivers, and representing the organization in regulatory and public settings. Plan and conduct research, prepare technical safety research and analysis. Evaluate findings, identify significant issues, determine options, and develop recommendations on complex transit safety projects. Conduct presentations pertaining to the status of operational plans. Serve as technical adviser to El Paso Water officials. Advise leadership promptly of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options. Provide assistance and training to drivers and address other safety-related issues. Perform driver road checks of driver performance. Determine appropriate compliance and administrative forms/requirements and manage the safety program based on applicable TXDOT regulations and department policies.
Support a safe and compliant work environment, inspect equipment and worksites, investigate accidents, and coordinate corrective and preventative safety actions. Involves: Work with operations to establish corrective and preventative actions to eliminate accidents. Respond to and conduct investigations and reports on employee accidents and injuries, and property damage incidents. Prepare reports and maintain files and records. Assist and participate in safety meetings. Oversee and coordinate regular accident review committee (ARC) meetings to determine the preventability of accidents.
Develop policies, conduct audits and assessments, analyze safety data, and coordinate with regulatory agencies and external partners. Involves: Draft, review, and recommend revisions to organizational policies. Observe activities and processes, compile information, document results, and identify issues or areas of improvement. Participate in compliance activities related to the operations, prepare regulatory reports, and coordinate corrective action or response to audit findings. Compile and analyze data for Safety Key Performance Indicators (KPI) and trends.
Develop, deliver, and oversee training programs, meetings, and recertifications to ensure compliance and continuous improvement. Involves: Plan, design, and implement comprehensive training programs for field staff to enhance the safety culture. Conduct safety meetings and provide regularly scheduled training for employees and supervisors regarding hearing conservation, emergency response procedures, and risk management. Coordinate with Human Resources on the implementation of training. Provide onsite audits, instruction, and training.
