MOS Codes: 035 (Coast Guard), 1S000 (Air Force), 2740 (Navy), 8012 (Marine Corps)

Education and Experience: High School Diploma, GED or higher and four (4) years of risk reduction, plant operations or maintenance experience, including basic safety responsibilities.


Licenses and Certificates: Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment. Depending on the plant assignment, a Class "C" Water or Wastewater Operator’s License issued by the State of Texas is required by the date of appointment.

Requirements

Under general supervision, provide safety training, conduct daily worksite safety inspections, audits and recommend corrective action for deficiencies at El Paso Water treatment plants as well as assist in plant operations and maintenance.

Qualifications

Perform daily visual inspections of treatment plants. Involves: Inspect machinery for proper operation and detect faulty parts.

Ensure proper oversight of operations of gauges, meters, pumps, motors, chemical feeders, automatic control devices, or other equipment. Conduct utility plant treatment inspections during operations.

Inspection of tools, Personal Protective Equipment (PPE), work sites, and trip hazards.

Check vehicles for visual defects, and deficiencies, and safety equipment such as fire extinguishers, first-aid kits, seat belts, reflectors, and other items. Ensure proper use of equipment.

Conduct safety meetings and provide regularly scheduled training for employees and supervisors regarding driver safety, accident reporting and investigation, workplace violence prevention, First Aid/CPR, hearing conservation, emergency response procedures, and risk management.


Conduct daily worksite safety inspections and recommend corrective actions. Involves: Recommend safety equipment at treatment plants.

Observe conditions of security systems at facilities and report deficiencies.

Recommend procedures and internal controls to comply with El Paso Water (EPW) and Texas Commission on Environmental Quality (TCEQ) requirements.

Conduct monthly safety surveys of treatment plants, office workstations, and other operational activities for compliance with all Texas Commission on Environmental Quality (TCEQ) and relevant safety rules and regulations.

Work with operations to establish corrective and preventative actions to eliminate accidents.

Respond, to and conduct investigations and reports on employee accidents and injury, and property damage incidents. Prepare reports and maintain files and records.


Provide onsite audits, instruction, and training. Involves: Plan and perform audits to confirm internal compliance with approved policies and procedures.

Participate in compliance activities related to the operations, prepare regulatory reports, and coordinate corrective action or response to audit findings.

Compile and analyze data for Safety Key Performance Indicators (KPI) and trends. Coordinate with Safety and Human Resources on the implementation of training. Create and present training.

Conduct training for employees on the proper use of tools, power equipment, and handling of hazardous chemicals.

Conduct training to employees on safety protocols to include entry into confined spaces, hazardous gas monitoring, proper signage, lockout/tagout procedures, proper lifting techniques, and back injury prevention.

Conduct training for employees on ergonomics, eyewash stations, electrical hazards, fall protection body harnesses, fire extinguishers, poisonous insect awareness, and proper labeling of chemical containers according to mandated safety regulations.


Perform plant operation duties as assigned. Involves: Assist with preventative maintenance and repair. Assist in the installation, preventative maintenance, and repair of treatment systems and complex equipment.
